Dassault–Reliance Aerospace Manufacturing Facility in Mihan, Nagpur Inaugurated


Eric Trappier, Chairman & CEO of Dassault Aviation and Anil D. Ambani, Chairman of the Reliance Group laid the Foundation Stone on 27th October 2017 for the Dassault Reliance Aerospace Limited (DRAL) Manufacturing Facility in Mihan, Nagpur located in India’s Western State of Maharashtra. The Foundation Stone was laid in the presence of Ms. Florence Parly, Minister of Armed Forces of the French Republic; Nitin Gadkari, Union Minister for Road Transport  and Highways of India, who is also the Member of Parliament of Nagpur; and Devendra Fadnavis, Chief Minister of the State of Maharashtra; and Alexandre Ziegler, Ambassador of France to India. Also present were over 200 dignitaries from the State and City Administration and local Industry.


The Dassault-Reliance Manufacturing Facility at Dhirubhai Ambani Aerospace Park (DAAP) is located in the Mihan SEZ adjoining Nagpur International Airport Hub. Under Joint Venture company, DRAL (51% Reliance Aerostructure and 49% Dassault Aviation) the facility will manufacture several components of the Offset obligation connected to the purchase of 36 Rafale Fighters from France, signed between the two Governments in September 2016.


DRAL will manufacture components for the Legacy Falcon 2000 Series of Civil Jets manufactured by Dassault Aviation and thus will become part of its Global Supply Chain. These first steps are expected to be achieved in the coming years, the possible setting up of Final Assembly of Rafale and Falcon Aircraft.


The Joint Venture also represents an unequalled Foreign Direct Investment (FDI) by Dassault Aviation of over 100 Million Euros, the largest such Defence FDI in one location in India. The DRAL Facility will train thousands of skilled workers in Aviation Assembly and Integration, and lead to huge employment generation in Nagpur and its surrounding areas. It will also attract and house an organic eco-system of over 200 MSME’s to secure the Component and Avionics Manufacturing needs of Rafale and Falcon Jets.


Dassault Aviation Chairman & CEO, Eric Trappier, declared that “this Foundation Stone laying demonstrates Dassault’s firm commitment to implementing Prime Minister Modi’s ‘Make-in-India’ Programme. It gives the 65 year-long strong association of Dassault Aviation in India a new momentum and the will of future manufacturing developments.”


Reliance Group Chairman, Anil D. Ambani, stated “this facility in Mihan, Nagpur within the Aerospace Park named after my Late Father Dhirubhai Ambani could not have happened without the strong and consistent support of Nitin Gadkari and Devendra Fadnavis. The Reliance Dassault Partnership will bring high levels of Technology Transfer. It will make India a major supplier into the Global Aviation Supply Chain. It will be the endeavour of both Dassault and Reliance to fully support Prime Minister Modi’s ‘Make- in-India’ and ‘Skill India’ policies and to accelerate India’s pursuit of self sufficiency in the Aerospace Sector.”


With over 10,000 Military and Civil Aircraft delivered in more than 90 countries over the last century, Dassault Aviation has built up expertise recognised worldwide in the design, development, sale and support of all types of aircraft, ranging from the Rafale Fighter, to the high-end Falcon Family of Business Jets and Military Drones. In January 2015, the Reliance Group entered the Indian Defence Manufacturing Sector, acquired a state-of-the-art Naval Shipyard, and is rapidly developing its Air, Land and Sea Defence Manufacturing capabilities in collaboration with leading global Defence companies.


Spread over 289 acres, DAAP will be the largest greenfield Aerospace Project in India with R.6,500 crore investment. The Aerospace Park will be home to the Dassault Reliance Aerospace Limited (DRAL) - the Joint Venture of Reliance Aerostructure and Dassault Aviation of France. This Joint Venture will be the lead project for executing Rafale Offsets Programme. The Reliance Dassault Partnership will bring in not only high level Transfer of Technology, but also help develop the eco-system of the Domestic Aerospace Sector and feed into the Global Supply Chain.


The Project will go a long way in developing the much needed eco-system for development of Aerospace Industrial Base in the country.  In the Dhirubhai Ambani Aerospace Park, Reliance Group will set up Assembly Lines and Manufacturing Facilities of Fixed Wing Aircrafts,  Aerostructure for Commercial Transport Aircraft, Helicopters for both Defence and Commercial use. The Park will also house Ancillary and Component Manufacturing Units to support after sales requirement. Apart from the Dassault Reliance Offsets Facility, the Park will also have proposed facilities with Thales, DAHER and Strata, amongst others. As part of eco-system to support various upcoming projects, large number of Indian MSMEs are expected to set up facilities at DAAP. In addition, French companies in the Dassault Supply Chain are also keen to move to Mihan to support the ‘Make-in-India’ efforts for Rafale aircraft.  The Dassault-Reliance JV has already shortlisted large number of vendors, mostly SMEs, to be part of the Supply Chain at DAAP.


In addition, number of French SMEs have envisaged interest in moving Production Facilities to Mihan. DRAL will generate more than 700 jobs, total number of high skilled jobs at DAAP to exceed 5,000, when fully operational with more than 15,000 secondary jobs. Production at DAAP is expected to start in the first quarter of 2018. Phase – 1 is expected to be fully operational by the third quarter of 2018. Reliance Group Chairman Anil Ambani said, “The Reliance Dassault Partnership will bring high levels of Technology Transfer.” Maharashtra Chief Minister Devendra Fadnavis said, “It is a dream coming true for Nagpur that the most advanced Defence and passenger aircrafts will be created here,” Nitin Gadkari thanked Ambani for choosing Nagpur for the project and said, “the project will create 5,000 direct and 15,000 indirect jobs for Nagpur. I had promised to create 50,000 jobs by the end of my tenure as MP and am happy that this project will go a long way in fulfilling that promise.”


Rafale International Invites French SMEs to Set Up the Industrial Aeronautical Sector in India
Dassault Aviation, Safran and Thales, which together make up Rafale International, were invited by the Centre Val de Loire Regional Council and Aerocentre to the Aeronautical Forum being held in Tours, to present its creation of an Industrial Aeronautical Sector in India, as part of the ‘Make-in-India’ Offsets Programme for the Rafale India contract. To an audience of more than fifty French SMEs attending this Business-to-Business event, the Rafale International Partners presented their contribution to the ‘Make-in-India’ Policy as part of the Rafale Offsets Programme and presented the potential opportunities for French SMEs to also invest and set up production activities in India.


By reinforcing Franco-Indian Cooperation regarding SMEs in the Defence Aeronautical Sector and by encouraging and supporting French SMEs coming to India as part of the Offsets Programme for the Rafale Contract signed in September 2016, this initiative will help set up an Industrial Eco-system that will be of benefit to both French and Indian Partners under Prime Minister Modi's ‘Make-in-India’ initiative. The contacts made and the discussions held during this event defined a roadmap for the French SMEs, to help them join the Dassault Aviation, Safran and Thales’ Global Supply Chain, thus opening the door to them for new international market opportunities.


Dassault Aviation and India: Dassault Aviation Aircraft have been an integral part of Indian Defence Forces for over six decades. The first Dassault Aviation aircraft, Toofani was supplied to India in 1953, followed by the Mystere IV, the Naval Alize, the Jaguar (manufactured under license by HAL), and the Mirage 2000 Fighter. These aircraft have contributed to Indian sovereignty all along and the Mirage 2000 Fighter Aircraft continues to be the IAF's cutting-edge till date. 36 Rafale Fighter aircraft were acquired on 23rd September 2016 to equip the Indian Air Force by 2022.
Rafale International is a Joint-Venture (G.I.E Groupement d'Intérêt Economique) set up by Dassault Aviation, Safran Group and Thales to promote the Rafale Fighter aircraft to international customers. The three Partners are major international leaders in the Aerospace and Defence fields with more than 135,000 employees and a combined turnover of 28 Billion Euros.


After securing the deal to sell 36 Rafale Fighter Jets to India, and not withstanding the political storm that has erupted in its wake, Dassault Aviation is looking to attract and house an Organic Eco-system of French SMEs in India. The aim is to secure its Component Manufacturing needs locally. Some 50-odd small Industries in France were present on the occasion. The companies spoke on how they would be contributing to ‘Make-in-India’ as part of the Rafale Offsets Programme. Defining the roadmap for the French SMEs to join the Dassault Aviation, Safran and Thales’ Global Supply Chain, the companies said the initiative would help bolster the Industrial Eco-system already underway in India, and would benefit both French and Indian Partners.


Further, components for the Dassault Falcon 2000s are also to be made in India from the first quarter of next year, when the Joint Venture Dassault Reliance Aerospace Manufacturing Facility opens up in Mihan, Nagpur. After the facility gains expertise in manufacturing components for the Falcon 2000 Jets, it could also expand capabilities to include Final Assembly of Rafale Fighters.
