In less than 10 months of commencing work, Kalyani Rafael Advanced Systems (KRAS), a Joint Venture between Kalyani Strategic Systems Ltd and Rafael Advanced Defense Systems Ltd of Israel, has inaugurated a ‘State-of-the-art’ Facility to manufacture Missile Systems in India, in the presence of  Daniel Carmon, Ambassador of Israel to India. Located about 40 km from Hyderabad and close to the new International Airport, the project will manufacture Anti-Tank Guided Missile Systems for the Indian Army and thereafter strengthen the facility to make it a hub for supplies to other markets in South-East Asia.


The project set-up in record time, is considered the first such facility which will make Missile Systems by a private company in the country. This is in line with the Government’s ‘Make-in-India’ initiative, where the Joint Venture will invest in high-end technology and advanced manufacturing techniques to design, develop and manufacture Weapon Systems for the Indian Armed Forces.
Set with an initial outlay of about R.70 crore, the facility may see additional investment as the product range goes up. First set of products are set to roll out within few weeks from now.


The greenfield Joint Venture Project is expected to create about 1,300 jobs both direct and indirect and will play a critical role in import substitution. Referred to as KRAS, this will be India's first Private Sector Advanced Defence Sub-systems Manufacturing entity. The 24,000-sq ft facility will develop a wide range of advanced capabilities like Command, Control and Guidance, Electro-Optics, Remote Weapon Systems, Precision Guided Munitions and System Engineering for System Integration.


After inaugurating the new facility, K.T. Rama Rao, Minister for Industries, Commerce, and IT, Telangana, said: “The State will extend all necessary support for further expansion plans.”

Kalyani Rafael JV Inaugurates India's First Private Defence Sub-Systems Unit
Kalyani Rafael Advanced Systems (KRAS), the Joint Venture between Kalyani Strategic Systems Limited and Rafael Advanced Defense Systems Limited of Israel, inaugurated the Facility at Hyderabad on 3rd August 2017. The JV Partners have invested close to R.70 crore in the facility and production is slated to start in a few weeks. KRAS is yet to have the confirmed orders from the Indian Defence Forces. KRAS is expected to supply components for the Israeli Anti-Tank Guided Missiles (ATGM) called Spike Missiles, which will be integrated by Hyderabad-based Public Sector Defence Company Bharat Dynamics Limited (BDL) once the deal goes through. The process of finalisation of vendors for the Spike Missile has not yet started. Spike Missiles Family is designed and developed by the JV Partner Rafael Advanced Defense Systems Ltd.


 The Pune-based Kalyani Group holds 51 percent stake in the Joint Venture and 49% is with the Israeli Defence and Aerospace major Rafael. The launch of its operations adds to the already evolving ecosystem of high-end Defence and Aerospace Manufacturing activities in Hyderabad, which also has very large base of Defence and Research Establishments involving Missile Development among other items.


 Kalyani Strategic Systems Limited (KSSL) is the principal company within the Kalyani Group undertaking Defence and Aerospace initiatives. KSSL has emerged from being a traditional supplier of Components and Sub-Systems to Indian Defence to becoming a Complete System and Solutions provider.


Kalyani Rafael Advanced Systems Ready to Roll-Out Missiles Under ‘Make-In-India’
Kalyani Group’s Joint Venture with Israel’s Rafael Advanced Defense Systems Ltd. is one of the first to be off the block and ready to manufacture Anti-Tank Guided Missiles under the ‘Make- in-India’ initiative. “We will be able to supply missiles to the Indian Army within weeks of getting the orders from the Government,” Baba Kalyani, Chairman of Kalyani Group told reporters at the launch of the Joint Venture’s new facility in Hyderabad. All field trials for the missile have been completed and it will have close to 90 percent localised content, he said. The new Facility can manufacture and integrate Rafael’s Spike Anti-Tank Guided Missile Systems and Spice Glider Bombs in India. The order, which awaits final approvals, includes supplying thousands of missiles valued at around US$ 1 billion over next couple of years, said Baba Kalyani.


India, the world’s biggest importer of Arms and Defence Equipment, is looking to boost local manufacturing by pushing domestic private companies to tie up with Foreign OEMs for technology. The process to procure the Anti-Tank Guided Missiles began in 2010. Rafael was shortlisted in 2014. The final push came during Prime Minister Narendra Modi’s visit to Israel in July.


The Kalyani Strategic Systems Ltd. and Rafael will supply the Indian Army 321 Spike ATGM Launchers, 8,356 Missiles, 15 Training Simulators and associated accessories.
“Both Partners have invested around R.60 to 70 crore to build the facility. We would be investing another R.60 to 70 crore as we scale operations,” said Baba Kalyani. The deal involves Transfer of Technology to state-owned Bharat Dynamics Ltd. and option to produce additional Missile Launchers and Missiles.


“We have already invested close to US$ 70 million as preparation for this order,” said Yoav Har-Even, President and Chief Executive Officer of Rafael Advanced Defense Systems. The company has been developing and training Small and Medium Enterprises around Hyderabad to supply to the Kalyani-Rafael Facility.
This is Kalyani Group’s second Partnership with an Israeli company, with the first JV being the BF Elbit Advanced Systems Pvt. Ltd. for Artillery Guns.


The Indian Army is looking to equip all its Infantry and Mechanised Infantry Battalions and replace the current Second-Generation French-made Milan Anti-Tank Guided Missiles.


"The Spike Missile is a fully-built ATGM (Anti-Tank Guided Missile) Unit except for the explosives and the propellants, and we can supply this weapon, which has a 2.5 km range to the Army within a couple of weeks of getting orders," Baba Kalyani said.


The 24,000 sq.ft. facility was set up in under 10 months and can produce "thousands of missiles", Mr. Kalyani said, adding the company will look for overseas customers if the Indian Army delays orders. When asked what is making the Army delay its order as Spike is fully tested and approved by it, Mr. Kalyani said there were "procedural delays". It can be noted that the first ‘Request for Qualification' for Anti-Tank Guided Missile Production was invited in 2010, but nothing moved as there was lack of policy clarity then on FDI in the Defence Sector.


"We see US$ 1 billion worth business opportunity with this business vertical. We also have plans to begin production of the Spice Missile, which is an Air-to-Surface Weapon, for the Air Force soon," he said. "This venture will offer direct employment to 300 and around 1,000 people indirectly through its hundreds of vendors who are all in the Small Scale Sector," Mr. Kalyani added.


On the plant’s ATGM capacity, Rafael Advanced Defense Systems President and CEO Maj. Gen. (Retd.) Yoav Har-Even said: “We are speaking in thousands of the Air-to-Surface Missiles.”


The localisation content is 90% and most of the vendors are in and around Hyderabad, Baba Kalyani said and thanked the Telangana Government for “pulling out all stops” that led to the plant being set up in 10 months. The JV opted for Hyderabad in view of the Defence Eco-system it plays host to and Telangana reigning on top of the ‘Ease of Doing Business’ rankings.


KRAS, which aims to be a one-stop solution provider to locally re-design, develop, re-engineer and manufacture various Land and Airborne products and systems in India, has plans for expansion. The Phase-II will be undertaken at another industrial location in Hyderabad, the company said. Through this green-field venture, the JV will bring in committed Foreign Direct Investments that will also create significant employment in the State.


KRAS is India's first Private Sector Defence Sub-Systems Manufacturing entity.  It will be engaged in development of a wide range of advanced capabilities like Command, Control and Guidance, Electro-Optics, Remote Weapon Systems, Precision Guided Munitions and System Engineering for System Integration. The  JV will also target to export products to other countries.
