Indian Army’s Artillery ‘Make Indian’ Drive

The Regiment of Artillery is the second largest arm of the Indian Army, and with its Guns, Mortars, Rocket Launchers, Unmanned Aerial Vehicles (UAVs), Surveillance Systems, Missiles and Artillery firepower it constitutes almost one-sixth of the Army’s total strength. While the Indian Army’s Artillery Regiment celebrates its 189th Year, the Directorate of Artillery has crossed 30 years without any 155mm Guns inducted since Bofors in 1986, except 3 Dhanush Guns for trials. The Acquisition Plan is for various types of 155mm/52-Calibre Guns, under the overall Artillery Modernisation Programme of about R.100,000 crore. The 155mm acquisitions, delayed at different stages, include 145 Light Guns, 1,580 Towed Gun Systems (TGS), 814 Mounted Gun Systems (MGS), 180 Self-Propelled Wheeled Guns and 100 Tracked 155mm Artillery Gun Systems. The indigenous efforts of DRDO & OFB have met with success lately, saw 114 Dhanush 155mm Guns orders placed with OFB. With Evaluation Trials undertaken and with ‘Make-in-India’ drive gaining momentum, some Private players have teamed-up with global leaders hoping to win.

Saab Endorses ‘Make-in-India’: Teaming-Up With India for Indian Forces - Keen to Work on LCA Mk.II & AMCA

Saab Endorses ‘Make-in-India’: Teaming-Up With India for Indian Forces - Keen to Work on LCA Mk.II & AMCA

A top-level team from Sweden’s leading Saab Group headed by Hakan Buskhe, President and CEO, visited New Delhi and interacted with a select group of defence mediapersons during their trip. Hakan Bushke narrated the origins of Saab to the period after World War I, when Sweden, though a small country, realised the importance of being self-reliant in the Defence Manufacturing Sector. Ever since the Defence & Security company Saab has been in the forefront producing Fighters, Submarines and Ships, Missiles, Guns and Radars, UAVs, EW Systems, Camouflage, Coastal Surveillance Equipment, UW and the whole gamut of military requirements, first for domestic consumption and later for export.

While India has been on Saab’s radar for several years now with many purchases made off-the-shelf, “Saab fully endorses Prime Minister Narendra Modi’s ‘Make-in-India’ vision and is ready to participate by establishing a full-fledged assembly line to manufacture its state-of-the-art 4th Generation+ Gripen NG jet fighters in India,” said Hakan Buskhe. Elaborating further on the subject, he said, “Saab wouldn’t restrict itself to only assembling the aircraft in India, but (was willing) to go the whole distance by actively assisting its Indian Partners and related entities in establishing the complete eco-system for the fighter’s production in India.”

In a renewed bid for assisting the IAF Modernisation Plan, the Swedish Defence major has offered to manufacture its Fifth- Generation Gripen Fighter aircraft here with Transfer of Technology (ToT) to India. “Saab is not only offering to set up a base here, but could also help in the development of Aerospace capability for the next 100 years and partner in developing the next version of indigenous Light Combat Aircraft Tejas and the Advanced Medium Combat Aircraft (AMCA), being developed and designed by the Aeronautical Development Agency (ADA)."

Ulf Nilsson, Head of Saab’s Aeronautics Division said that the company was identifying partners for collaboration. Mr. Nilsson said the offer of Technology Transfer would be real as they are offering India ‘full System Control’ and ’full Software Control’.

Saab India Chairman & MD, Jan Widerstrom, added the company was ready to adhere to India’s rules as to which countries we are allowed to export to, when it comes to exporting fighter aircraft from India to other countries. “We have almost an identical system back in Sweden when it comes to defence exports. It is decided by the Government and we too can’t export to specific countries, which is almost the same as that of India,” Jan Widerstrom said.

The Saab Gripen has proven to be a versatile Multi-Role Fighter and apart from meeting the requirements of the Swedish Air Force, it has been exported to Czech Republic, Hungary, South Africa and Thailand in varying numbers. Brazil has recently selected the latest version Gripen NG for its Air Force and will start receiving these aircraft by 2018-19. Some of the 32 ordered so far will be produced in Brazil itself. Saab has already started to train Brazilian Engineers and Technicians to be ready in time to take on the tasks of home production. The Gripen NG, apart from being powered by a bigger GE-414G Engine will be equipped with an Active Electronically Scanned Array (AESA) Radar and significantly increased internal fuel capacity. It will also have an increased payload of 7.5 tonnes. Saab has proposed other derivatives, including a Navalised Sea Gripen for Carrier Operations and an Optionally Manned Aircraft for Unmanned Operations.

Gripen NG could greatly complement India’s LCA programme and would also be produced in India for export to a host of potential buyers worldwide. The collaboration could also open doors for Joint Development of the DRDO’s AMCA (Advanced Medium Combat Aircraft) programme in which, Saab, according to Mr. Buskhe, would be most willing to participate. The Swedish Defence major Saab has also offered to collaborate with India to develop the Sea Version of its Gripen Fighter aircraft with ToT.

Talking about the Naval Carrier Version of the Gripen and the ongoing project of the DRDO to develop the Naval Version of the LCA, Ulf Nilsson said, “We have a great opportunity for technology transfer.” Saab has already done a feasibility study and they say that they have identified all the modifications that need to be done to the Gripen to Navalise the aircraft.

While the Indian Navy supports the Naval Version of the indigenously developed LCA (Navy) Tejas, it is concerned about uncertainty over the commitment of the Indian Air Force to the LCA Mk-II Fighters, which have been long delayed and are the basis for the Naval LCA.

Speaking to Jan Widerstrom after the presentation Chanakya asked about the status of the stake, which Saab had acquired in Pipavav Shipyard, since the acquisition by Reliance Defence Systems, Jan confirmed that they were in discussion with the new owners as Saab was already working on the Combat Management Systems (CMS), with an up and running facility in Greater Noida. “Reliance is a strong company and currently we are in discussion with them to learn about their future plans.” (It was learnt soon after that Saab has sold its stake of 3.3 percent, in India’s Pipavav Defence and Offshore Engineering Company Limited (Pipavav)to the new buyer Reliance Defence Systems Private Limited, which had made a tender offer on outstanding shares in Pipavav).

Jan Widerstrom elaborated that Saab “sees a huge potential in the Naval domain in India and we have Radars, Command & Control Systems like the CMS, Electronic Warfare Systems, Anti-Ship Missiles and now we have Kockums, which recently received an order from the Swedish Navy, for the Next-Generation Submarine as well. So we have the design capability ranging from Submarines to Systems, its a huge portfolio. We see the Naval domain as very important.”
