TRIPATHI, the 26th Chief of the Naval Staff (CNS) of the Indian Navy in an EXCLUSIVE INTERVIEW to CHANAKYA said “Indian Navy is modernising its capabilities in accordance with well-conceived Perspective Plans.” For Indian Navy Day 2024, CHANAKYA Interviewed CNS ADMIRAL DINESH K. TRIPATHI, who said that the Indian Navy endeavours to be a ‘Future-Ready Force’ through consolidation of existing capabilities and adoption of Futuristic Technologies.


NAVY CHIEF EXCLUSIVE INTERVIEW

“Towards Expeditious Capacity & Capability Building of the Navy, 64 Ships & Submarines are Under Construction”

Q.  On the occasion of Navy Day 2024, kindly outline the Indian Navy's Future Modernisation and Expansion Plans, emp-hasing upon Warship-building Projects, recent inductions and those in the pipeline?


A.       Indian Navy is modernising its capabilities in accordance with well-conceived Perspective Plans to realise a suitable force mix to meet all envisaged missions in our Areas of Interest. The expansion plan of Indian Navy includes induction of state-of-the-art Next Generation Warships, Nuclear Powered and Conventional Submarines, revitalisation of Aviation and Sub-Surface Assets, augmentation of Autonomous Solutions to enhance combat capabilities, and induction of niche technology and equipment to address emergent threats and future challenges. Creation/ enhancement of technical and support infrastructure for maintenance of these new inductions is also being progressed.


Indian Navy endeavours to be a Future-Ready Force through consolidation of existing capabilities and adoption of futuristic technologies. In this regard, some of the key deliverables identified are:- Increase in average displacement of Fleet Ships to 6000 Tons by 2037; Continued rise in the percentage of newer ships, with only 20% of Fleet Ships being more than 15 years old (as compared to current 55%) by 2037; Augmentation of Fleet Capabilities with Autonomous Solutions, in all Domains of Warfare.


Our modernisation programme is centred on achieving Atmanirbharta. Towards expeditious capacity and capability building of the Navy, 64 Ships and Submarines are already under construction, of which 62 are being built in Indian Shipyards. In addition, AoN has been accorded for construction of another 31 Ships and Submarines, to be built in Indian Shipyards. Further, indigenous development of Indian Navy's Carrier-Borne Fighter, the Twin Engine Deck-Based Fighter (TEDBF) Aircraft, is being pursued in collaboration with the Aeronautical Development Agency (ADA) and Hindustan Aeronautics Limited (HAL), which is envisaged as the mainstay of Navy's Aircraft Carriers' Air Wing.


All these Platforms will feature progressively increasing indigenous content, and will be equipped with state-of-the-art Systems and Advanced Weapons and Sensors, to pack high lethality. While our latest P15B and P17A Combatants have achieved 68% and 72% indigenisation, respectively, we envisage an indigenous component of over 76% in our future P17B Frigates.


As far as Combat Capability is concerned, Indian Navy has vigorously pursued development of Weapons, Sensors and Equipment in close coordination with DRDO and DPSUs. Primary Radars and critical AD Missiles for our Future Frigates (P17B) are earmarked to be developed by DRDO. Other smaller Weapon Systems are also being procured through our Domestic Defence Industry, including Start-Ups and MSMEs. In fact, Indian Navy was the first Service to conclude a contract for a 12.7mm Stabilised Remote-Control Gun in the 'Buy and Make' Category as well as for Fire Fighting Bot, under the iDEX Scheme. We issued a Project Sanction Order under the Make-II Category for Deep Sea Side Scan Towing Winch, thereby recognising efforts by industry to promote indigenous development.


Q.      With the Indian Navy's Indigenous Aircraft Carrier (IAC-1) commissioning, briefly tell us about the integration during the Final Operational Clearance (FOC) Trials undertaken to be ready for Full Operational Deployment?


A.       INS Vikrant, the first indigenously constructed Aircraft Carrier of the Indian Navy, was commissioned on 2nd September 2022. The ship, post certification of her Aviation Facilities, commenced her Final Operational Clearance (FOC) in January 2024. The FOC certifies the war-waging abilities of the Carrier and ensures seamless integration with the Fleets. As part of the FOC, more than 750 hours of flying has been undertaken from Vikrant with various types of Carrier-Borne Aircraft.


It is a matter of pride and satisfaction that we have completed the FOC of Vikrant recently and the mighty Carrier is now ready for operational missions in our areas of interest.


Q.       What is the progress with the 26 Rafale-Marine Aircraft for the Multi-Role Carrier-Borne Fighters (MRCBF) for the Indian Navy Aircraft Carriers, and by when does the Indian Navy expect to induct the 26 Carrier Fighters?


A.   The case for procurement of 26 Rafale-Marine Aircraft has been progressed for sanction of the Cabinet Committee on Security (CCS). The Inter-Governmental Agreement (IGA) would be signed with French Government post accord of CCS sanction.


Post signing of the contract, the delivery of first Rafale Aircraft would tentatively commence from three and a half years, with one aircraft being delivered per month. Parallelly, Operational Training of Indian Navy personnel would also be undertaken with the French Navy, giving the Indian Navy first-hand experience to operate Rafale-M from an Aircraft Carrier. Therefore, comprehensive package which includes Aircraft, Weapons, Simulator, Training and Performance Based Logistics (PBL) along with Operations Training would ensure the commencement of Day One Operations of Rafale-M from Indian Navy Aircraft Carrier.


Q.      Regarding 4 Landing Platform Dock (LPD) Amphibious Warfare Ships Project, for Indian Shipyard to build the LPDs in collaboration with a Foreign Shipyard, for which the RFI was earlier issued, what is the status on the AoN & RFP process, and update us on the Indian Navy's 5 Fleet Support Ships (FSS) of 44,000 tons to be built by HSL and L&T?


A.      As we move towards greater Jointness and integrated application of combat power, Indian Navy has maintained a focussed impetus towards building Amphibious Capability. For transportation and landing of forces for Amphibious Operations, Indian Navy is progressing the induction of four Landing Platform Dock (LPD) Amphibious Warfare Ships.

These ships will support the task force during Fleet Operations by carrying supplies and equipment in the large cargo space, undertake fuel and personnel transfer, and also function as 'Command and Control' Platforms. Further, these ships will also play a critical role in Out of Area Contingencies (OOAC) and HADR. Accordingly, case for acquisition of four LPDs, being pursued by the Indian Navy is at pre-AoN stage now, with AoN targeted in the current Financial Year.


Fleet Support Ships (FSS), being inducted would augment our capability to refuel units at sea, provide Materiel and Maintenance Support, act as Command and Control Platforms as well as support detached operations by Blue Water Forces. These advanced Support Platforms would enhance reach and sustenance of the Fleet by enabling efficient Op Logistics, Maintenance Support at sea and provision of essential supplies.


The contract for five FSS was signed with HSL in August 2023. These ships are at various stages of construction and the first FSS is likely to be delivered in mid-2027 as per contractual timelines. Integration of modern technology and streamlined supply chain through FSS would allow Indian Navy to respond effectively to evolving maritime threats and operational demands at extended ranges.


Q.      After an amended RFP for the P-75(I) Project of six New-Generation Submarines was issued to the two competing Indian Shipyards & their 'Strategic Partner' Foreign OEMs, with Field Evaluation Trials of AIP Systems undertaken in Germany & Spain, by when do you foresee the RFP Phase for the P-75(I) to conclude? Kindly also elaborate on the Indian Navy's 30+ Years Submarine-Building Programme?


A.      The RFP for Project-75 (I) was issued in July 2021 to Mazagon Dock Shipbuilders Limited, Mumbai and Larsen & Toubro Ltd. The Field Evaluation Trials (FET) of MDL and L&T have been completed. The Staff Evaluation Report has been forwarded to MoD for approval and the bids would be opened post acceptance of Staff Evaluation Report. The aim is to conclude the contract by early 2025.


As far as the 30-Year Submarine Building Plan is concerned, the CCS approval accorded in 1999 envisaged the construction of 24 Conventional Submarines in two phases of 12 submarines each. Phase I comprised the construction of submarines of appropriate class in India under ToT from a foreign collaborator and Phase II envisaged construction of submarines in India based on indigenous design. The ongoing construction of Kalvari-Class Submarines (Scorpene) at MDL under Project 75 forms the first part of the Phase I and the sixth as well as the last submarine of this Project is scheduled for commissioning by January 2025. The second part of Phase I for construction of six submarines is being progressed under Project 75(I) through the Strategic Partnership Model. This contract is likely to get concluded by early 2025.


The original CCS approval for the construction of 12 Conventional Submarines under Phase II was amended in 2015 to six Conventional Submarines under Project 76 and six SSNs under Project 77. Project 76 is at preliminary stages of discussion at NHQ, while construction of two SSNs under Project 77 was accorded CCS approval in early October this year. Additionally, the Defence Acquisition Council in July 2023 approved the indigenous construction of three additional Kalvari-Class Submarines at Mazagon Dock Shipbuilders Limited, Mumbai. The contract conclusion is envisaged in early 2025 with the delivery of the first submarine in 2031. We are thus making steady progress towards the realisation of our 30-Year Submarine Building Programme.


Q.      Kindly update us on when all 24 Lockheed Martin-Sikorsky MH-60R SEAHAWK Helicopters will be inducted into Indian Navy. Further, update us on the status of the 'Make-in-India' Projects related to various Helo programmes?


A.       Nine MH 60R Helicopters have been inducted and integrated with the Indian Navy so far. In fact, these helicopters are now actively participating in various Exercises, Weapon Firings and Training of Indian Navy personnel. We are on track to receive the remaining helicopters by end of next year. These Multi-Role Helicopters have significantly enhanced the Combat Capability of our Fleet. As far as indigenous development of helicopters is concerned, Deck-Based Multi-Role Helicopters (DBMRH) and the Utility Helicopter - Maritime (UH-M) are planned as part of our future Indian Navy Fleets. While the DBMRH proposal is being actively pursued along with other Services, the UH-M has already been accorded AoN in March last year.


Q.      Kindly elaborate upon the Indian Navy's Plans for acquiring new Unmanned/ Uncrewed Technologies like RPAS & Ship-borne UAS/NSUAS & Autonomous Surface Vessels?


A.       Realising the role of Autonomous & Uncrewed Systems in strengthening our combat potential, the Indian Navy released its Vision Document for Unmanned Systems (2022-30) in July 2022. Our Unmanned Roadmap focuses on providing overall guidance as a Capability Development document to all stakeholders. The roadmap charts the progression envisaged by the Indian Navy towards induction and integration of Autonomous and Uncrewed Vessels for undertaking various Indian Navy specific missions.


The Indian Navy's capability induction plan in this niche field include Unmanned Surface Vessels (USV), Unmanned Underwater Vessel (UUV), Remotely Piloted Aircraft (RPA) and Autonomous Underwater Vessels (AUV) for various missions. We are currently operating multiple Unmanned and Autonomous Systems including Mine Reconnaissance AUVs as well as Anti-Submarine Warfare and Mine Counter Measure ASVs. Additionally, Indian Navy is progressing a case for procurement of Naval Shipborne Unmanned Aerial System (NSUAS) to enhance the integral Surveillance, Reconnaissance and Identification Capability of ships at sea. NSUAS would complement the effort of Ships and Helicopters Surveillance System and would arm the Indian Navy with a classification tool both in war and in peace.
