At Aero India 2023, Lockheed Martin presents the C-130J Super Hercules, of which the IAF operates a fleet. The Lockheed Martin F-21 Fighter Jet, an impressive Multi-Mission Platform, for which Lockheed Martin announced the future potential production in India in Partnership with Tata Advanced Systems; and its’ Multi-Mission Rotorcraft, like Sikorsky’s MH-60R, S-92, CH-53K & S-76; the Javelin - the world’s most versatile Precision Weapon System, and Unmanned Aerial Systems (UAS).

The MH-60R SEAHAWK Helicopter is one of the world’s most advanced Maritime Helicopters for ASW/ASuW, now being delivered to the Indian Navy. Chanakya features an INTERVIEW with William L. Blair, Vice President & Chief Executive, Lockheed Martin India, covering all these and other programmes of Lockheed Martin in India.


Q.  While highlighting the superior characteristics of the new F-21 Fighter offered for IAF's MRFA competition under the 'Make-in-India' initiative, what are the advantages over its competitors, and which Lockheed Martin 5th Gen. Fighter technologies are incorporated in the F-21 programme? Further, does Lockheed Martin's offer have any technologies which could be incorporated in the development of the indigenous Advanced Medium Combat Aircraft (AMCA) in India?


A.  The IAF currently faces a Fighter Squadron deficit required to meet its regional security needs. Lockheed Martin has proposed the F-21 as the ideal solution to meet India's capability, force structure, affordability, Make-in-India & Skill India requirements. The F-21 would serve as a Force Multiplier for the Indian Air Force (IAF) with an unmatched capability-to-cost ratio compared to the competition.


The aircraft is equipped with State-of-the-Art Systems and Sensors that would allow the Indian Air Force to detect, track and engage multiple targets in a contested environment. The aircraft features numerous India-Specific Capabilities - inside and out - uniquely configured to meet the Indian Air Force's requirements. Production of the F-21 in India will create tens of thousands of new highly skilled jobs within the Indian Industrial Base. This large development programme represents an opportunity to support a US$ 165 Billion global sustainment market and includes a robust production plan.


The platform is configured with the latest Sensors and Mission Avionic Systems that couple onboard and off-board data information into an effective, easy to manage combat situation display. Years of pilot-vehicle interface design - that Lockheed Martin developed for the data-intensive 5th Generation F-35 and F-22 Platforms - will be incorporated into the F-21. Lockheed Martin has a long history of leveraging capabilities across platforms, and we have an extremely high level of confidence in the maturity and performance of these 5th Generation capabilities when integrated onto the F-21.


The F-21 has a 30 percent lower life-cycle cost and carbon footprint almost entirely because it is a lighter weight, single-engine aircraft that doesn't burn as much fuel compared to twin-engine competitors/platforms. Furthermore, the F-21 offering includes sourcing advanced systems and components from across India via our unrivaled track record of developing robust industrial ecosystems across the globe.


The current and future state of warfare is and will be around gathering and sharing information across multiple domains - Air, Space, Land, Sea, and Cyber - to make effective warfighting decisions as quickly as possible. The F-21 will be able to integrate across these domains and across Indian Services to provide current and future relevance. Our F-21 offer is also "Made in India" which addresses the goals of "AtmaNirbhar Bharat" while providing India with an improved security cooperation relationship with the United States.


Q.  Elaborate on the MoUs signed with Hindustan Aeronautics Ltd. (HAL) and Bharat Electronics Ltd. (BEL) to explore industrial opportunities in the F-21 programme? Could you tell us if there has been any progress achieved so far with these MoUs?


A.  Lockheed Martin signed MoUs with India's Premier Aerospace and Defence Companies, Hindustan Aeronautics Limited (HAL) and Bharat Electronics Limited (BEL) at Aero India 2021 and DefExpo 2020, respectively. The focus of these MoUs is to explore industrial opportunities which strengthen and grow our relationships with Indian Industry to generate jobs and economic benefits in support of "Make in India, Self-Reliant India, and Start-Up India" initiatives, as well as in support of India's Air Power Mission.


Q.  Do update us on any progress been made with the Sniper Advanced Targeting Pods for the IAF's Fighters, and which Electronics Warfare (EW) Capabilities does Lockheed Martin offer to the Indian Defence Forces? Further, has there been any progress with making some parts of the Sniper & IRST21 in India?


A.   Lockheed Martin has a wide array of capabilities including expertise in Targeting and Reconnaissance Sensors. In fact, Sniper Advanced Targeting Pod and Infrared Search and Track (IRST21) will soon have licenses for parts to be made in India. We are working with the U.S. Government to secure these licenses and anticipate sending quote requests soon.


Sniper Advanced Targeting Pod (ATP) is the most widely deployed Targeting Pod in combat today, chosen by the U.S. Air Force, Air National Guard and more than 25 International Air Forces for its superior targeting capability. Sniper Advanced Targeting Pod (ATP) is a proven Electro-Optical Targeting System housed in a single, lightweight structure.

Sniper ATP completes the most challenging precision targeting and non-traditional Intelligence, Surveillance & Reconnaissance Missions in Air-to-Ground, Maritime & Air-to-Air environments. Sniper ATP has been integrated across multiple platforms, including U.S. Air Force and multinational F-2, F-15, F-16, F-18, A-10, B-1, B-52, FA-50, Harrier, Rafale, and Typhoon aircraft. Sniper ATP has an ongoing product improvement programme, which functions as a roadmap to enhance Sniper ATP's capabilities. Under this programme, we are pursuing a variety of enhancements, including a digital interface and extended-range combat identification, among other efforts.


The IRST21 is a Passive, Long-Range System that uses a Long-Wave Infrared Sensor capable of detecting, tracking and engaging airborne targets in radar-denied environments. The IRST21 is the Next Generation of Lockheed Martin's Legacy IRST Sensor System, with more than 300,000 flight hours. The system can autonomously, or in combination with other sensors, support the guidance of Beyond-Visual-Range Missiles. Fielded and in-production now, IRST21 is transportable for fighter, non-fighter, and Unmanned Air Vehicles. More reaction time, improved survivability and unmatched threat detection make IRST21 a powerful tool for achieving Air Superiority.


Q.  With the C-130J Super Hercules in service with the Indian Air Force, are there any discussions regarding the next batch of Super Hercules for the IAF? Briefly tell us about the IAF contract signed to support the C-130J Fleet in India, and on the Simulation Training Centre set-up for IAF's C-130Js Flight Training requirements?


A.  The C-130J continues to be a vital asset for the Indian Air Force (IAF) demonstrating Multi-Mission Capability with high availability in service. The IAF uses its fleet to support a variety of requirements, from cargo delivery to Military Missions to providing vital humanitarian aid. The IAF extensively used its fleet of Super Hercules for humanitarian efforts in the wake of the COVID-19 pandemic and Afghanistan crisis for transportation of relief materials, equipment and personnel in the areas affected during Assam floods.


In August 2021, the Indian Air Force awarded Lockheed Martin a US$ 328.8 Million, five-year contract to provide dedicated and Comprehensive Support for the IAF's Fleet of 12 C-130J-30 Super Hercules Aircraft. Through this Follow On Support II (FOS) contract, Lockheed Martin Teams manage the programme, logistics and engineering support elements necessary to sustain the IAF's C-130J Fleet.


In Partnership with Mahindra Defence Systems, Lockheed Martin is meeting the increasing global demand for C-130J Military Flight Training for the Indian Air Force at the C-130J Super Hercules Simulator Training Center at Hindon Air Station in India. This State-of-the-Art Training Center provides qualitative and quantitative training to C-130J Pilots, Combat System Operators and Loadmasters. Through realistic and holistic learning environments, crew members are able to hone critical tactical and operational skills to conduct a variety of missions including humanitarian aid, natural disaster support, Airlift, Search and Rescue and Special Operations.


For all Nations operating C-130Js, the Lockheed Martin C-130J domestic and international Mobility Training Programmes, including C-130J Maintenance and Aircrew Training System (JMATS), provide a comprehensive range of Training Devices and Training Support Services teaching aircrew and maintenance personnel without having to step foot in an aircraft. Launched in 2000, the C-130J MATS programme provides training devices, training aids, device modernisation, and courseware development for C-130J Pilots, Loadmasters, Maintainers, Combat System Operators and Crewmasters. The C-130J MATS Programme has delivered 36 Flight Simulators, 64 other simulators and 26 courses with more than 3,300 lessons across eight configurations to date with 26 additional new device deliveries planned through early 2024. In addition, the C-130J MATS Training Systems Support Center (TSSC) provides configuration management, engineering tasks and Cyber Security for the Air Mobility Command, Air National Guard and Naval Aviation Systems Command end users. The TSSC provides operational support across a wide range of infrastructure elements, keeping the Training System current, configured, relevant and modern.


We would be happy to support the Indian Government in procurement of additional C-130Js, should there be an opportunity to do so. The global demand for Super Hercs is only increasing, as exemplified by additional U.S. Government contracts; new deliveries for Germany, Indonesia and New Zealand; and the announcement from the Australian Department of Defence to acquire 24 new C-130J-30s. These C-130J acquisitions provide a natural follow-on opportunity for other operators thanks to production line and supply chain stabilization, and an increasing global C-130J footprint that already includes 26 operators in 22 Nations. Ready. Available. Proven. The C-130J stands ready to support India's Tactical Airlift needs today and for decades to come.


Q.  With Indian Navy utilizing the first three MH-60Rs in USA for training air crews, and three more delivered at Kochi, by when do you expect the next batches of Indian Navy's 24 MRHs to arrive in India? Further, briefly update us on the Systems, Sensors & Weapons on the MH-60R SeaHawks and their Multi-Mission Capabilities for the ASW &ASuW Roles?


A.  The Indian Navy's acquisition of MH-60R "Romeo" Helicopter is the largest contract Lockheed Martin has ever signed with India. Through the India MH-60R programme, Lockheed Martin is excited to work with Indian companies to further develop long-term potential business relationships.


The MH-60R "Romeo" is the most capable and mature Anti-Submarine (ASW)/Anti-Surface Warfare (ASuW) Multi-Mission Helicopter available in the world today. Lockheed Martin has a proven delivery record with 100% on time delivery of over 330 MH-60Rs to the U.S. and six International Navies including the Indian Navy. The MH-60R combines the world's most reliable and cost-effective Naval Helicopter with most advanced & integrated ASW/ASuW Mission System & Sensors. The aircraft has the lowest operating and sustainment costs of any Maritime Helicopter with the most advanced capabilities required for Indian Navy to meet all Complex Missions.


The first three MH-60R Helicopters were delivered to India in the U.S. in 2021 and are being utilised to train Indian pilots and crew members. In July/August 2022, the Indian Navy accepted the delivery of another three helicopters at Kochi International Airport and they will be initially based at Naval Air Station INS Garuda in Kochi. A total of 24 MH-60Rs will be delivered in country over the next few years.


Q.  With India planning to induct large number of UAS/UAVs of all types, do elaborate on the range offered by Lockheed Martin in the Unmanned Domain - Air, Land & Sea, which could be of interest to the Indian Defence Forces? Further, tell us about the MoU signed with Garuda Aerospace on UAS Solutions?


A.   Lockheed Martin's Unmanned Technologies can play a predominant role in modern-day warfare situations. Our portfolio of sophisticated Unmanned Systems iscurrently being used for a variety of lifesaving Military and Commercial Applications, and the demand for these capabilities is growing.


In addition, advancements that support Autonomous and Optionally-Piloted Operations, like Sikorsky's MATRIX Technology, will change the ways Aviators and Air Crews execute their missions, assisting when flying with reduced crew or limited visibility. MATRIX is like a virtual second pilot that will help operators fly safely and confidently in dangerous and complex missions. It can leverage Full Authority Flight Control inputs for Autonomous Flight - including take-off, route planning, obstacle avoidance, site selection and landing. MATRIX Technology will enable operators to fly more manned missions in adverse weather or restricted visibility, fly missions more effectively in complex and obstacle rich environments, eliminate sources of pilot and operator error, and reduce operating costs.


The technology has been integrated and extensively flight tested on various aircraft including the S-76B and a Black Hawk. During 2022, Sikorsky, a Lockheed Martin Company, in partnership with the Defense Advanced Research Projects Agency (DARPA), successfully demonstrated Sikorsky's MATRIX Technology Autonomy System, which forms the core of DARPA's ALIAS (Aircrew Labor In-cockpit Automation System) Project.


During demonstrations in 2022, pilots landed the aircraft, then flipped a switch in the cockpit to give control to the flight computer. With no humans on board, the Fully Autonomous Aircraft avoided imagined buildings while route re-planning in real-time, and delivered internal and external cargo loads over long distances at 100 knots speed. The team also showed how a ground operator with a secure radio and tablet can take control of the uncrewed helicopter, command it to release its sling load, and then land to evacuate a casualty.


Ahead of DefExpo 2022, Garuda Aerospace and Lockheed Martin Canada CDL Systems signed a Memorandum of Understanding (MOU) to integrate Garuda Aerospace's Made-In-India Drones with Lockheed Martin Canada CDL Systems' advanced Uncrewed Aerial Systems (UAS) Software Solutions for Defence and Commercial purposes. The companies also committed to explore expanded partnership opportunities to work closely to build a strong data processing capability and develop joint algorithms, which will cater to a wide range of drones and various drone-based service applications in sectors such as defence, agriculture, mining, large scale mapping and industrial inspection.


Q.  With the IAF's Apache Attack Helicopters inducted into the IAF and the Indian Army set to get their first batch, elaborate on the Lockheed Martin Cockpit/Avionics Systems, Sensors, Launchers and Missiles on the Indian Apaches?


A.   Lockheed Martin's Apache Fire Control products include Electro-Optical Sensors and Radar Technologies for the AH-64E Apache Helicopter. Our products provide aircrews with enhanced situational awareness and greater performance and survivability.


The E-model Apache is the most advanced variant of the Attack Helicopter. The E-model is equipped with the Gen III Target Acquisition Designation Sight / Pilot Night Vision Sensor (Gen III TADS/PNVS). Known as the "Eyes of the Apache," it provides pilots with long-range, precision targeting and pilotage capabilities for safe flight during day, night and adverse weather missions. The modular design makes for reduced maintenance, therefore maximising sustainability efforts and enhancing the product's life-cycle. The combat-proven system has been fielded on above 700 U.S. Army Apaches.


Gen III Day Sensor Assembly (Gen III DSA) is what modernises the Gen III TADS/PNVS System. It provides a high-definition near Infrared (IR) and Colour TV Sensor that adds color to the cockpit and greatly improves image resolution.

Colour Imagery gives the aircrew better situational awareness for targeting and flight operations. The Co-Pilot Gunner views the target image on a 5"x5" Ultra resolution colour Cockpit Display. Gen III DSA also incorporates an updated Laser Rangefinder Designator, TV Sensor, and Laser Spot Tracker components.


LONGBOW Limited Liability Company (LBL) is a Joint Venture of Lockheed Martin and Northrop Grumman Corporation. When coupled with the Apache's unique system of sensors approach, LONGBOW FCR gives aircrews the capability to scan large areas at long ranges to identify threats and targets for prosecution with a low probability of being detected. If a target is identified, the data can be handed off to a Missile and Launch System, or if a target needs further identification and classification, the data is handed off to the Gen III TADS System for increased visual identification.


LBL provides increased FCR capabilities to the Apache AH-64E Version 6 Helicopter. Version 6 FCR Software enhancements provide new operational modes and capabilities, including Maritime, single target track, and 360-Degree Surveillance Mode, as well as extended detection range against Land, Air and Sea targets.  


Q.  Earlier the Lockheed Martin-Raytheon Javelin Joint Venture had signed a Memorandum of Understanding (MOU) with Bharat Dynamics Ltd. (BDL) to explore co-production of the Javelin Anti-Tank Missile System. Kindly elaborate on any further discussions that have taken place for co-production of the Javelin in India, and any progress in identifying Javelin components which can be made in India?


A.   Javelin is the world's most versatile one-man Portable and Platform-employed Anti-Tank Precision Weapon System which is capable of defeating all known armour as well as a wide array of regular and irregular targets. Javelin can be deployed in both a dismounted and mounted role. Using "fire-and-forget" technology, the weapon guides itself to the target, allowing Soldiers and Platform assets to reposition out of harm's way once the missile is fired. Javelin offers more than 20 years of proven performance, which includes combat operations in multiple theaters with more than 5,000 firings. With nearly 50,000 Javelin deliveries, the Weapon System is anticipated to be in the U.S. Military's operational inventory through 2050.


Lockheed Martin has also worked with Ashok Leyland to develop the Next-Generation Military Vehicle for India and global market. As a proof point of customizing solutions to fit our partner's missions, we've integrated Javelin ATGM on the Light Specialist Vehicle.


The Javelin Joint Venture Team signed a Memorandum of Understanding (MOU) with Bharat Dynamics Limited (BDL) at the 11th edition of DefExpo 2020 to explore co-production of the Javelin Anti-Tank Missile System to fulfil potential future requirements of the Indian Ministry of Defence. Lockheed Martin is currently working with BDL to develop Technology Control Plans. These plans will provide guidance on ensuring our product's data is contained appropriately. Additionally, the team is also working to identify the Javelin components that can be made in India.


Q.  Kindly give us an update on the Tata Lockheed Martin Aerostructures Ltd. JV at Hyderabad, which already manufactures C-130 empennage products and also C-130 centre wing box spares, and is now qualified to produce the Fighter Wing at the TLMAL Facility to support the campaign of F-21 Fighters for the Indian Air Force?


A.   Lockheed Martin continues to build upon its more than three decades of Partnership with India, expand collaborations with local industry to support the evolution of an Indigenous Defence Manufacturing Ecosystem, and further advance India's Strategic Security and Industrial Capabilities.


Our Joint Venture with Tata Advanced Systems Limited, Tata Lockheed Martin Aerostructures Limited (TLMAL), was established in Hyderabad over a decade ago.The facility produces major Aerostructure Components for the C-130J Super Hercules Transport Aircraft. TLMAL is the sole supplier of these components to Lockheed Martin and is an integral part of our Global Supply Chain. To date, TLMAL has manufactured and delivered more than 180 C-130J Empennages. Lockheed Martin also Partnered with TLMAL to build one of the most technologically Complex Aerostructures - a fuel-carrying 9G, 12,000 hour, Interchangeable/Replaceable Fighter Wing. Interestingly, more than 70% of the detail parts for the wing were produced indigenously. Further, this effort was not an offset project - it was Lockheed Martin demonstrating to India, and to the world, the degree of confidence that exists in our relationships with our partners in India and with the extended Indian ecosystem.


Lockheed Martin is one of the only Aerospace and Defence Companies with a Complex Aerostructure Capability for Advanced Fighters in India. Lockheed Martin Aeronautics provided, at its cost, both on site and remote support to facilitate the Wing Production preparation and Demonstration Phases. Production of Fighter Wings indigenously will support in building a Global Defence Ecosystem and increasing indigenisation by accelerating India's manufacturing and technical capabilities, while creating thousands of new jobs in India. Through this Prototype Project, TLMAL demonstrated the capability to perform detailed part manufacturing, sub-assembly, integration and assembly, and delivery of a fully compliant representative Fighter Aircraft Wing Shipset. This included the wing box, wing trailing edge panels, leading edge flaps and seals, wing flaperons and flaperon seals, wing fuselage fairings, installations, testing and checkout, quality inspections and final close out.


TLMAL's commitment throughout this prototype programme by meeting all of Lockheed Martin's requirements has given the team full confidence in TLMAL's capability to produce an on time, affordable and quality Fighter Wing. The Transfer of Technology and manufacturing rigor that Lockheed Martin and Tata have demonstrated through the Fighter Wing Qualification Project will transfer to the F-21 if/when selected by the Indian Air Force.


Q.  Briefly update us on the Tata-Sikorsky JV at Hyderabad making S-92 Helicopter Cabins for export?


A.  Tata Sikorsky Aerospace Limited (TSAL) is our Joint Venture in Hyderabad between Tata and Sikorsky, which manufactures Aerospace Components for Commercial Helicopters and Aircraft and has expanded to include Aircraft Engine Components for Aerospace Industry companies as well. The facility is also fully integrated into the Global Supply Chain and bears testimony to our contribution to the development of Indo-U.S. Defence Industrial Partnership. Established over a decade ago, TSAL has delivered 157 S-92 Cabins to date. TSAL has positively impacted India's Defence economy, and the contributions of Hyderabad have helped the S-92 Aircraft surpass more than 2 million flight hours. Programmes like these create opportunities for knowledge sharing and Strategic Technology Transfer and strengthen the industries of all involved.


Q. What is Lockheed Martin's major focus at Aero India 2023 and what exhibits will be on display?


A.  We are really excited to participate in Aero India 2023 and reiterate our commitment to supporting the growth of an Indigenous Defence Manufacturing Ecosystem, advancing the Aerospace and Start-Up Ecosystem, and strengthening India's Strategic Security and Industrial Capabilities. We see tremendous opportunity in India's Defence Industry - both Private and Public. Aligned with our commitment to 'AtmaNirbhar Bharat' and 'Make in India' initiatives, we look forward to further strengthening our Partnerships across the country with companies of all sizes, including MSMEs.


Our focus at the show will be to exhibit our advanced security platforms and capabilities including: F-21 Fighter Aircraft Cockpit Demonstrator; MH-60R Multi-Mission Helicopter; C-130J Aircraft; S-92 Helicopter; S-76 Helicopter; CH-53K Heavy-Lift Helicopter.
