Q.     With the F/A-18 Super Hornet trials at Goa completed and the INS Vikrant Carrier commissioned, Boeing must be eagerly awaiting the Carrier trials later this year? How does F/A-18 compare with its rival Rafale-Marine Fighter also on offer to the Indian Navy?


A.  As the F/A-18 Super Hornet has been designed from its inception for Carrier Operations, over 100 years of U.S. Navy Carrier Aviation experience and best practices have been incorporated into the design of the aircraft, and provides many benefits to the Indian Navy. One of the main benefits of this is that the aircraft has the ability to fold its wings, allowing for better utilization of Deck space on the Aircraft Carrier. Boeing has conducted thorough study and analysis that optimizes the number of Super Hornets that can fit aboard INS Vikramaditya and INS Vikrant, as well as optimizes the cyclic operations from those Carriers leading to high sortie generation rates. Boeing has also developed a capability specifically for the F/A-18 Super Hornet Block III that will allow for the faster movement of the aircraft between the Flight Deck and Hangar Deck without having to remove or modify any part of the aircraft. This capability is compatible with the current Elevator/Lift Configuration aboard Indian Aircraft Carriers.


Another important fact to note is that, as the competitor cannot offer this capability, the Two-Seater Carrier Compatible Variant of the Super Hornet offers several unique advantages to the IN including flexibility, higher utilization of the fleet, and the ability to embark certain missions from the Carrier that benefit from having the second crew member. Additionally, two-seater F/A-18 Super Hornets can be used as Trainers (ashore and on the Carrier) and as fully capable fighters, operational from Carrier and from Land Bases. Thus, IN will get tremendous flexibility and a higher asset utilization rate due to the Carrier Compatible Variant of the two-seater variant of the F/A-18.


In September 2020, Boeing successfully conducted Ski-Jump tests and extensive simulation studies that prove that the F/A-18 can operate from Indian Navy Aircraft Carriers and will meet or exceed their STOBAR performance requirements. We are also pleased with the performance of our F/A-18 Super Hornets that participated in the Operational Demonstration test flights in May and June in Goa. These trials were performed at India's Shore-Based Facility in Goa where conditions similar to that on the indigenously-developed Aircraft Carrier INS Vikrant were simulated. There the Super Hornet proved its ability to take off within INS Vikrant Ski-Jump parameters and land via arresting cable multiple times. The Super Hornets showcased several weapons payload configurations, including the carriage of two simulated Harpoon Anti-Ship Missiles (can carry up to four), at heavy gross weights and successfully demonstrated its ability to take-off from a Ski Jump and make an arrested landing that both met and/or exceeded the requirements for Indian Navy Carriers. Following Indian Navy test requirements, no weapons were released from the aircraft, however, the F/A-18 operated with multiple weapons configurations to prove the fighter's versatility to complete various mission requirements and did so exceptionally.


Block III's Networking allows the F/A-18 Super Hornet to interface with other assets of the IN. For example, F/A-18s of the IN can potentially share data with P-8Is of the IN or P-8 of U.S. Navy and Royal Australian Air Force to significantly improve the capability of the partner countries for helping secure the Indo-Pacific. Recently, there have been tremendous advancements in Unmanned Systems that are to be used in a Naval Aviation environment. In the coming days, as IN inducts such systems, both the single-seat and two-seat versions of the Super Hornet on the IN Carrier will allow interfacing with Unmanned Carrier-Borne Systems more effectively.


The F/A-18 Super Hornet has a very attractive lifecycle cost too. It not only has an affordable acquisition cost, but it costs less per flight hour to operate than any other Tactical Aircraft in production in the U.S. Forces inventory. This is possible because the Fighter is designed for ease of maintainability and offers impressive durability with the life of the airframe up to 10,000 hrs. Boeing's sustainment programme - "By India, For India" - is built on the success of existing programmes that the company is executing for the Indian Air Force (IAF) and IN today. Boeing projects an economic impact of US$ 3.6 Billion over 10 years to the Indian economy with the F/A-18 Super Hornet programme for the Indian Navy. This economic impact would be over and above Boeing's current offset obligations and plans. Investments are being proposed in five areas: Supply Chain Development and Manufacturing; Engineering and Technology Transfer; Long term support and training; Infrastructure investments; Contributions of the Hornet Industry Team.
These programmes will enable us to develop select capabilities to sustain the Super Hornet out of India.


Q.     Could you elaborate on the workshare of the Hornet Industry Team (HIT), comprising Boeing, GE, NG & Raytheon?


A.  The diversity and strength of the Hornet Industry Team, comprising of General Electric, Northrop Grumman and Raytheon, has the potential to deliver significant benefits to Indian Industry. These industry leaders have proven their commitment to India by collaborating with Indian entities and delivering on AtmaNirbhar Bharat objectives. The F/A-18 will enhance collaboration with Indian Industry by facilitating knowledge transfer and promoting autonomy in operating and maintaining India's Fleet of F/A-18 Aircraft. Further, this knowledge transfer may also provide opportunities for India to support F/A-18 Fleets around the world through manufacturing and sustainment. Hornet Industry Team comprises of leading names in the industry like Raytheon Technologies, which has been in the country for the last six decades with investments in manufacturing, engineering, training and skill development. Raytheon provides Next-Generation Warfare based on highly sensitive and sophisticated Radar Systems. It supplies the Active Electronically Scanned Array (AESA) Radar and Avionics to the Super Hornet.


GE has a large footprint in India in diverse industries, from Aviation to healthcare to energy, and has noticeable contribution to the development and growth of the Aerospace Sector in India for the last couple of decades. Super Hornet is powered by GE's F-414 Engine, which has logged more than five million hours, a variation of that F414-INS6 has been selected by Indian Aeronautical Development Agency (ADA) to power the Mk2 Version of the LCA Tejas. The same engine can also be used for the Advanced Medium Combat Aircraft (AMCA). The AMCA is India's ambitious under development 5th Generation Fighter.


Northrop Grumman manufactures about 40-43% of Super Hornet fuselages. In fact, the entire aft fuselage of the aircraft is built by Northrop Grumman along with Innovative Systems, products and solutions to Government and Commercial customers worldwide. The company is seeking an opportunity with Dynamatic to support Logistics and Maintenance of F/A-18 Sub-Systems like Structure, Components and Repair.


Q.     As India celebrates its 90th Anniversary of the IAF, what are Boeing's future plans for the Indian Air Force, especially with the F-15EX, with the 'Make-in-India' MRFA competition in view?


A.  We look forward to working with Indian Air Force on their requirements for the Multi-Role Fighter Aircraft (MRFA) competition. As the IAF contemplates the requirements, they can factor in F-15EX's ability to counter contemporary and emerging threats with its unmatched speed, altitude and Heavy-Weapon Payload. They can consider the Upgradability path for F-15EX, which is enabled by a high-speed digital backbone that allows the aircraft to rapidly and affordably insert new technologies. If there is a need for a fighter that can penetrate a highly contested Airspace with greater survivability and full spectrum of protection enabling dominant engagement of new and emerging threats, the IAF can take a close look at F-15EX.


Q.     How are the fleet of Boeing Globemaster-IIIs performing with the IAF?
A.
  Boeing supports the IAF C-17 Fleet under the Globemaster Integrated Support Programme (GISP) that maintains high mission-capability rates, by providing them access to an extensive support network for parts availability and economies of scale. The C-17 Fleet has maintained high serviceability rates since its induction. Boeing is responsible for Maintenance, Field Support Services, Modifications and Upgrades, Technical Manual Support and Logistics Engineering Services.


Q.     Tell us about the Indian Navy's P-8Is performance and by when will Boeing deliver the next lot of P-8Is? Are there any discussions for more Harpoon Missiles for the P-8I Fleet, and tell us about any UAS on offer for the Indian Navy?


A.   Since the induction of the P-8I in the Indian Navy, Boeing has been supporting the fleet to ensure high rates of mission readiness. With 12 P-8I's currently active, the Indian Navy is rapidly increasing its capability to seal and protect its vast Coastline - while also playing a greater role in Regional Maritime Security. The Patrol Aircraft is an integral part of the Indian Navy's Fleet and has surpassed 30,000 flight hours since it was inducted in 2013. Notably, the Indian Navy was the first international customer for the P-8 and today operates the largest non-U.S. Fleet. In addition to unmatched Maritime Reconnaissance and Anti-Submarine Warfare Capabilities, the P-8I has been deployed to assist during disaster relief and humanitarian missions.


Boeing is honoured to support India's existing P-8I Fleet which is proving operationally effective and valuable to the Indian Navy, and we will support any requirements as the Indian Navy works with the U.S. Navy on this procurement. We believe that the Indian Navy has requirement for more P-8Is and we stand ready to support them.


Q.     In 2020, Boeing signed an agreement for 6 Apache Attack Helicopters for the Indian Army. By when will the order be delivered? Are there any other Weapon Systems on offer or of interest to the Indian Army & Land Security Forces?


A.  The AH-64 Apache Helicopters will be a Force Multiplier for the Indian Army, just as it is today for the Indian Air Force. The Indian Army AH-64E Apaches are planned to be delivered in country 48-49 months after contract award.


Q.     With a strong impetus for Self-Reliance in Defence Manufacturing, how is Boeing poised in the quest to achieving greater localization of Armed Platforms in India, especially under the AtmaNirbhar Bharat initiative. Boeing has also been successful in growing a good Supply Chain Eco-system in India. Kindly elaborate on your achievements in Indigenisation and future expansion plans in India, and tell us about the progress of the Tata-Boeing Aerospace Facility (TBAL) and any other JVs formed in India?


A.  Our sourcing from India stands at US$ 1 Billion per year from a large and growing base of over 300 Suppliers manufacturing critical systems and components for some of Boeing's most advanced products. We are also helping develop Micro, Small & Medium Enterprises (MSMEs), and in fact, over 25 percent of our suppliers from India are MSMEs. Through our skilling and up-skilling initiatives, Boeing is developing Indian MSMEs, and training hundreds of pilots, Aircraft Maintenance Engineers, Technicians, and frontline factory workers across India with partners like Air India, Tata, and MSMEs - Rossell Techsys, SASMOS, Jaivel and also other industrial partners like Indo MIM, Lakshmi Machine Works, Air Works and Wipro. These programmes have skilled more than 3,700 frontline Aerospace Manufacturing workers and Aircraft Maintenance Engineers. Boeing's investment in supplier development, training, tooling and quality management has enabled Indian Suppliers to engage in high-value, high-tech manufacturing of Complex Aerospace Components & Subsystems for India and for some of the most advanced platforms in the world.


Our Joint Venture with Tata, Tata Boeing Aerospace Limited (TBAL), in Hyderabad is already in its sixth year of operation. Spread over 14,000 sq. ft., this state-of-the-art facility with over 500 engineers and technicians, demonstrates co-development of integrated systems in Aerospace and Defence in India. An example of Boeing's commitment towards ‘Make in India’ and AtmaNirbhar Bharat.


The TBAL Facility is producing Aerostructures for Boeing's Apache Helicopter, including fuselages, secondary structures and vertical spar boxes for Indian and global customers. Apache Fuselages and Structures made in this cutting-edge factory are not just for the Indian Army, but also customers around the world, including the U.S. Army. As of September 2022, TBAL has delivered more than 170 Fuselages for Boeing customers around the world and in India. We look forward to seeing the Indian Army's recently contracted six new Apaches' Fuselages rolling down that production line.


Dynamatic Technologies manufactures the ramp and complex aft pylon for Chinook Heavy-Lift Helicopters. They have recently won the contract to supply for the F-15EX Eagle II programme. This is a first where Aerostructures for the latest and most advanced F-15EX Eagle II will be made in India.


RossellTechsys manufactures wire harness and electrical panel for the AH-64 Apache, and the harness for several BDS platforms including V-22 Osprey, CH-47 Chinook, F-15 and F/A-18 Super Hornet.


SASMOS HET Technologies manufactures electrical panel assemblies for the F/A-18 Super Hornet and F-15 Strike Eagle.


Hindustan Aeronautics Ltd (HAL) manufactures F/A-18 Gun Bay Doors.


Bharat Electronics Limited (BEL) manufactures IFF (Identify Friend/Foe) and speech secrecy system for the P-8.


Jaivel Aerospace has won a contract with Boeing to manufacture and supply Aircraft Protection System products for the Boeing T-7A-Red Hawk aircraft.


In 2022:
Rossell Techsys entered into an agreement with Boeing to manufacture and supply wire harnesses for the T-7A Red Hawk platform. Rossell will be manufacturing Electrical Wiring and Interconnect System (EWIS) parts and the deliveries will continue through FY 2032, covering a total of 84 unique parts. All parts will be manufactured at Rossell's Center of Excellence (CoE) set-up exclusively for Boeing.


Jaivel Aerospace will manufacture and supply Aircraft Protection System products for the Boeing T-7A Red Hawk Aircraft. Working with the Boeing Teams in India and the U.S., Jaivel Aerospace has developed entirely new capabilities for this product range, for the first time in India. These products will be manufactured at the company's Manufacturing Facility at Sanand Industrial Estate in Ahmedabad.


Tata Advanced Systems Limited (TASL) won the "Supplier of the Year" award for 2022 from Boeing, from more than 11,000 suppliers worldwide.


Q.  What displays is Boeing presenting at DefExpo 2022, and what are your expectations from the Defence event?


A.   At DefExpo, we will continue our discussions on India's present and future Defence and Security requirements and how Boeing can help meet them. India is one of the largest defence markets for Boeing globally and is at the centre of future opportunities for mission critical platforms.


Boeing India's exhibit with the theme "By India, For India" highlights strategic investments the company has made in India's Aerospace and Defence Ecosystem to build services local infrastructure, capabilities, workforce development and partnerships, while harnessing the strength of Indian talent and its large and growing network of more than 300 Supplier Partners.


Boeing highlights existing Defence Programmes with the Indian Navy and Indian Air Force, such as the C-17, P-8I, AH-64E Apache, and CH-47F Chinook, and outline sustainment, training and performance-based Logistics Solutions for India's Armed Forces to support the lifecycle of their fleets and increase mission readiness. Also showcased at the show will be advanced capabilities of the F/A-18 Super Hornet Block III and F-15EX.


Boeing showcases the Advanced Multi-Role Capabilities of the F/A-18 Super Hornet Block III as the best choice to meet the Indian Navy's Carrier-Borne Fighter Jet requirement and highlight the industrialization benefits of Boeing's offer.
