The 15th Dubai Air Show 2017 was held at DWC Dubai from 12th to 16th November 2017. The Dubai Air Show had 159 Aircraft displayed, with above 1,200 exhibitors from about 60 countries. Airbus Helicopters Offers Complete Know-how for Indian Helicopter Programmes

A select group of Indian journalists were invited to Marignane in France to witness the handing over of the last two AS565 MBe Panther Helicopters to the Mexican Navy. There are three Naval Helicopter programmes in the pipeline in India - the Multi-Role Helicopter (MRH), Naval Utility Helicopter (NUH) and Naval Multi-Role Helicopter (NMRH). Airbus Helicopters, which has Mahindra Aerospace as a ‘Strategic Partner’ in India, is fielding the AS565 MBe Panther for the NUH programme and the helicopter leader is now concentrating on finalising a location for the facility and building an Indian Supply Chain that would eventually form part of the global supply chain in the years to come.

The year 2017 has witnessed significant capability accretion through induction of a number of state-of-the-art Combat Platforms into the Indian Navy, including the 3rd Anti-Submarine Warfare (ASW) Corvette INS Kiltan, which has about 80% indigenous content, the Water Jet Fast Attack Craft and Fast Interceptor Craft, Landing Craft Utility Ships, etc. The commissioning of INS Kalvari, the first Ship of Scorpene-Class Submarines, was an important milestone in the indigenous Shipbuilding programme, alongwith the 2nd Scorpene Khanderi undertaking trials, with the Arihant-Class Submarine, will further boost the Indian Navy’s combat potential. The construction of the first Indigenous Aircraft Carrier Vikrant is progressing at Kochi. ADMIRAL SUNIL LANBA assumed Command of the Indian Navy, as the 23rd Chief of the Naval Staff on 31st May 2016. A Navigation and Direction Specialist, Admiral Lanba served as the Navigation and Operations Officer onboard numerous ships. His sea tenure included Command of INS Kakinada, a Mine Counter Measure Vessel, INS Himgiri Frigate, INS Ranvijay, a Kashin-Class Destroyer and INS Mumbai, the indigenous Delhi-Class Destroyer. He was also Executive Officer of Aircraft Carrier INS Viraat and the Fleet Operations Officer of the Western Fleet. He has been the Chief of Staff, Eastern Naval Command, and Commandant of the National Defence College. As the Vice Chief of the Naval Staff, the Admiral streamlined the framework for transformation of Indian Navy's combat capabilities and infrastructure development as well as Tri-Services initiatives towards enhancing integration and jointness. Q.     With HAL’s current capacity for producing 8 LCA Tejas per year, how do you plan to ramp-up to 16 by 2019-20?
A.
  The work on LCA Mk.1 FOC activities pertaining to integration of Weapons and Air-to-Air-Refueling probe, expansion of envelope is under progress and the FOC is expected by December 2017.


HAL is working on ramping up the production capacity from eight to 16 aircraft per annum. With increased level of outsourcing and enhanced participation of Indian Private Industry, HAL will be able to speed up the deliveries to cater to the present and future requirements. IAF Squadron with three aircraft is already operational at Bengaluru since July 2016. It is planned to complete the order for 40 LCA Mk.1 by 2019-20.


LCA Mk.1A is an improved version that incorporates enhanced combat capabilities like AESA Radar, Air-to-Air Refueling, Self-Protection Jammer (SPJ), BVR Missile, etc. in addition to providing better maintainability features. The process of identification of new Systems and their global OEMs is under progress. The development of this version is likely to be completed by the end of 2018. The Series Production will follow thereafter. Moving over to production of Mk.1A from Mk.1 is expected to take place seam-lessly.


Q.  With HAL’s HTT-40 Basic Trainer Aircraft having its successful first flight, how is the programme progressing?
A.
  Basic Trainer Aircraft Hindustan Turboprop Trainer - 40 (HTT-40) has been developed with internal funding. The inaugural flight of the first Prototype (PT-1)took place in June 2016. Presently, PT-1 is under flight trials. Additionally, two more Prototypes are being manufactured to speed up the flight trials and development process. The project is going on in full throttle as we aim to get the aircraft certified in 2018. After this Series Production would follow.


Q.   Tell us about the latest Variants of the Dhruv ALHs and Rudra WSI? Have they been any enhancements made in the Naval Dhruv ALH?
A.
   With a well-established domestic production and the first Squadron of Weaponised ALH (Rudra) operational with Indian Armed Forces, HAL now plans to take Dhruv ALH Mk.III and Mk.IV (Weaponsied) Variants forward and explore international market primarily in South-East Asia and African Region. The Civil certification of ALH Mk.III is underway and we believe that this will help in further penetrating the global market. The company has, however, already exported 13 ALHs to the international customers.


Q.      Elaborate on the Light Combat Helicopter (LCH) programme achievements?
A
.   LCH is a very agile helicopter designed with stealth features, with over 850 flights carried out subsequent to the maiden flight in March 2010, the development of LCH is completed and basic configuration has been frozen in October 2015. Presently, LCH is undergoing Weapon Integration and Weapon trials. LCH has the distinction of being the first Attack Helicopter to land in Forward Bases at Siachen, which has not been achieved by any other helicopter in the world. LCH participated in IAF's `Iron Fist 2016' Exercise in March 2016 and displayed its Rocket firing capabilities in its weaponised configuration. HAL has now embarked upon the Limited Series Production (LSP) programme for LCH.  The Defence Acquisition Council (DAC) headed by Defence Minister has cleared procurement of 15 LCHs for Limited Series Production (LSP). The initial order book for LCH is expected to be more than 150 helicopters for Indian Armed Forces.


Q.      With the successful first flight of the Light Utility Helicopter (LUH), how is this programme progressing?
A. 
   HAL successfully carried out the maiden flight of first Prototype (PT-1) of LUH in September 2016. Presently, PT-1 is under flight trials. HAL plans to build two more Prototypes to accelerate the development of LUH to achieve certification by December 2017. The Series Production would follow at the new facility coming up at Tumakuru, near Bengaluru. HAL expects an initial demand for over 200 LUHs.


Q.   Tell us about the progress with the FGFA?
A
.   The Preliminary Design Phase of FGFA is complete. Negotiations for R&D Contract between Indian and Russian side is concluded and the final report submitted to the Chairman, Cost Negotiation Committee (CNC) for further processing. The development timeline would be 84 months after the contract is signed.


Q. What about HAL’s Engine Development Programmes?
A.
  The Design and Development of 25kN Turbo Fan Engine (HTFE-25) is making good progress. HAL has carried out more than 100 trial runs and also achieved engine run at 100% RPM. This engine can be used on Trainer Aircraft apart from Business and Executive Jets.


Another engine currently being developed is 1200 KW Turbo Shaft Engine (HTSE-1200). The Design Concept Document has been prepared and released, with design optimisation and details design analysis presently under progress. This engine can be used on three to six-ton class of helicopters.


Q.  What’s the latest on Advanced Hawk and Hawk-i?
A. 
   Interactions between HAL and BAE Systems are under progress to work out a model for development of Advanced Hawk. The target market is likely to be both domestic as well as global. IAF is expected to evince interest after completion of some significant development work.


HAL rolled out the first indigenously upgraded Hawk Mk132, named as Hawk-i on January 25, 2017. This is the 100th Hawk aircraft produced at HAL and has ‘Make-in-India' mark. The upgrade of HAWK Aircraft was taken up at HAL, so as to be independent in matters such as integration of new Sub-Systems or modifications, obsolescence management of Avionics Systems and to enhance the aircraft operational and training capabilities. HAL has rolled out its own aircraft with the Upgrade features in a record time. In the Hawk Upgradation programme, imported Mission Computer and Data Transfer Units have been substituted with HAL Designed and Developed Systems. This indigenous Mission Computer in the dual redundant configuration has additional capabilities such as Digital Map Generation (DMG), which provides improved Situational Awareness. The Embedded Virtual Training System (EVTS) offers improved training capability over the existing system. The HAWK-i also provides Secured Voice Communication and Data-Link capability by integration of Softnet Radio and pilots can configure and select cockpit Human Machine Interface (HMI) for different aircraft platforms.
