ADMIRAL SUNIL LANBA assumed Command of the Indian Navy, as the 23rd Chief of the Naval Staff on 31st May 2016. A Navigation and Direction Specialist, Admiral Lanba served as the Navigation and Operations Officer onboard numerous ships. His sea tenure included Command of INS Kakinada, a Mine Counter Measure Vessel, INS Himgiri Frigate, INS Ranvijay, a Kashin-Class Destroyer and INS Mumbai, the indigenous Delhi-Class Destroyer. He was also Executive Officer of Aircraft Carrier INS Viraat and the Fleet Operations Officer of the Western Fleet. Indian Army’s Artillery ‘Make Indian’ Drive

The Regiment of Artillery is the second largest arm of the Indian Army, and with its Guns, Mortars, Rocket Launchers, Unmanned Aerial Vehicles (UAVs), Surveillance Systems, Missiles and Artillery firepower it constitutes almost one-sixth of the Army’s total strength. While the Indian Army’s Artillery Regiment celebrates its 189th Year, the Directorate of Artillery has crossed 30 years without any 155mm Guns inducted since Bofors in 1986, except 3 Dhanush Guns for trials. The Acquisition Plan is for various types of 155mm/52-Calibre Guns, under the overall Artillery Modernisation Programme of about R.100,000 crore. The 155mm acquisitions, delayed at different stages, include 145 Light Guns, 1,580 Towed Gun Systems (TGS), 814 Mounted Gun Systems (MGS), 180 Self-Propelled Wheeled Guns and 100 Tracked 155mm Artillery Gun Systems. The indigenous efforts of DRDO & OFB have met with success lately, saw 114 Dhanush 155mm Guns orders placed with OFB. With Evaluation Trials undertaken and with ‘Make-in-India’ drive gaining momentum, some Private players have teamed-up with global leaders hoping to win.

“Airbus Helicopters is Looking to Enhance Industrial Footprint here”

Airbus Helicopters, formerly Eurocopter, is a Division of Airbus Group, a global pioneer in Aerospace and Defence related services. Airbus Helicopters is the world’s No. 1 helicopter manufacturer, with 46% market share in Civil and Parapublic Sectors, the company’s fleet in service includes some 12,000 helicopters operated by over 3,000 customers in 150 countries. Chanakya interviewed RAINER FARID who spoke about the huge market potential for helicopters in India, expecting India to be the greatest contributor to a US$ 10 billion worth helicopter business in Asia. Having a long history of partnering the Indian Defence Forces and HAL, Airbus Helicopters hopes to actively partner Indian industry in the near future.


 

Q.   With about 1,000 rotorcraft requirement in India, what is Airbus Helicopters perspective of the future of the Indian Military helicopter market for the short and long term?

A. The Indian helicopter market has huge potential and will become one of the most important defence markets in the world. We expect India to be the largest contributor to an estimated US$10 billion worth of Defence Helicopter business in Asia before the end of the decade.

Q.   The Indian Navy is planning to procure 123 NMRH. Kindly elaborate on the salient features of the EC725 of Airbus Helicopters to respond to the requirement of the Indian Navy for a quickly deliverable Naval Multi-Role Helicopter (NMRH). How do you plan to fulfil the 'Make-in-India' requirements?

A. Airbus Helicopters' EC725 is the most adaptable and cost-effective solution to respond to the requirement of the Indian Navy for a quickly deliverable Naval Multi-Role Helicopter. Introduced in 2005, the EC725 is already a combat proven Multi-Role Helicopter and has seen combat service worldwide. The EC725 has operated from ships and ashore. Special Operations, Combat SAR and Personal Recovery require performance, precise navigation and survivability. The EC725 is outstanding in these aspects and thus fits perfectly the Indian Navy's requirement for ASuW, Special Forces, Amphibious assault, Troop carrier, SAR and CSAR operations.

There are around 900 Cougars/Super Pumas flying globally completing a total of 5 million flight hours. The EC725 is fast becoming a reference in Asia as the most cost-effective latest-generation military helicopter. Currently deployed by the Military Forces of Brazil, France, Mexico, Malaysia, Thailand and now Indonesia as well, the EC725's reliability and durability has been confirmed in such crisis areas as Lebanon, Afghanistan and Mali, while also supporting French troops during NATO-led operations in Libya. The EC725 is fully NATO-qualified to operate day and night from more than 100 types of warships, including Frigates, Aircraft Carriers and Landing Helicopter Assault Ships. The proposed multi-role configuration provides maximum flexibility & utility.

As for the ‘Make-in-India’ initiative, we should recall that Airbus Helicopters has a rich experience in the country based on the Cheetah/Chetak legacy. As an OEM, Airbus Helicopters is actively looking to enhance its industrial footprint and develop industrial talents in this critical sector to initiate technological innovations. This will further support its growth strategy and hence Airbus Helicopters is interested to enter into partnership with the Indian Industry under a 'Buy & Make' (Indian) scheme and to transfer state-of-the-art technology to establish an indigenous high-technology aeronautical industrial base.

Q.   How Airbus Helicopters' is poised for the Indian Coast Guard competitions for Shore-based and Ship-borne Maritime helicopters and tell us more about your competing rotorcraft?

A. We have proposed the EC725 for the ICG's Shore-based helicopter requirement, to which the aircraft has successfully completed the Field Evaluation Trials. The Field Evaluation Trials are a part of the evaluation process and we cannot release the conclusions on behalf of the User. We can just say that the EC725 has superior performance for the required missions and is a fully combat-proven military helicopter. It is flying in its Civil and Military Variants for similar Maritime roles in many countries.

The helicopters for the Indian Coast Guard are expected to perform not only Maritime Patrol and Search & Rescue (SAR) operations, but are also expected to be called upon to carry out tactical ground-attack missions. With its all-weather capability, range, heavy-lift capacity and complete systems package, the EC725 delivers the Combat Search and Rescue (CSAR) performance required by India.  Offering excellent flight autonomy, this powerful machine is also great for tactical transport as it has a large cabin with seating for 25 persons. As a result, the EC725 Military Version and its EC225 civilian/parapublic variant have become the reference for Civil and Military Search and Rescue (SAR), Off-shore and passenger transport missions around the world.

As for the ICG's requirement for Ship-borne Maritime Helicopters, Airbus Helicopters' AS565 MBe Naval Panther provides a highly capable solution with an excellent record that benefits from a heritage of mission-proven rotorcraft in service with Military Forces worldwide. The AS565 MBe Panther is the Military Version of Airbus Helicopters' Multi-Role, twin-engine Dauphin family - whose largest civilian operator is India's own Pawan Hans Helicopters Limited.

In its AS565 MBe Panther Naval Version, the all-weather, Multi-Role Light helicopter can be operated from Ship-decks, Offshore platforms and Land Bases, with demonstrated capabilities to cover the full range of Indian Coast Guard mission requirements - including Maritime Surveillance, Search & Rescue (SAR), Offshore patrolling and counter-terrorism, casualty evacuation and vertical replenishment. A benchmark example of the Panther/Dauphin helicopter family's mission capabilities and operational flexibility is the H-65 Version flown by the U.S. Coast Guard. With a total of 102 H-65s in its inventory, the U.S. Coast Guard utilises these helicopters in all-weather and nighttime operations - performing duties that range from lifesaving missions after Hurricanes Katrina and Rita in 2005 to headline-making rescues from sea level to high-altitude mountainous terrain.

Q.   With the Reconnaissance & Surveillance Helicopters (RSH) tender re-issued now, what are your plans for the same, and kindly highlight the main characteristics of the Fennec Light helicopter? How do you plan meeting the new ToT 'Make-in-India' requirements, through setting-up a manufacturing facility in India or Joint Venture, if selected?

A. First of all, it is good to recall that Airbus Helicopters has been very active in this RSH project for over 10 years, deploying in the different stages of the tender sizeable resources and efforts. The AS550 Fennec was shortlisted each time as one of the preferred operational choices for the Armed Forces thanks to its unparalleled performance and versatility. It demonstrated in all climates and environments in India as being fully compliant with the technical requirements. The new RFI released in late August 2014 is now addressed to the Indian Industry under the scheme "Buy & Make"(Indian). Contacts have been made with the industry in the past months to study various scenarios, but we cannot comment any further on this.

The AS550 Fennec is a light single-engine helicopter that has been one of the most successful and proven helicopters in its class for modern combat. Its superior ability for Reconnaissance and Surveillance missions makes it a formidable asset for the Indian Army and Air Force in their search for the Cheetah and Chetak Fleet replacement. The helicopter's Multi-Role capabilities have made it a success during operations in extreme conditions from deserts to the highest altitudes that cover India's geographical diversity.The Fennec can function impeccably from -40°C to 50°C. Not only can it be deployed successfully at sea-level, it also holds the world record for landing on top of Mount Everest.

The Fennec is a proven Military Helicopter including complete weapon systems, fully compliant with the quality requirements of the Indian Army and the Air Force. Nearly 300 AS550 Fennec helicopters are in service with 25 Armed Forces in 24 countries. The recent acquisition of 12 Fennec by the Indonesian Army demonstrates its suitability for operations in a full range of conditions, providing a highly manoeuvrable and agile platform with low detectability. There are more than 5,000 helicopters from the Fennec/Ecureuil Family that have been delivered all over the world and have completed over 22 million flying hours. There is definitely a need to create greenfield capacity to broaden the base of India's Aerospace Industry in order to match the large demand for new helicopters for the Armed Forces. Public Sector capacity can be supplemented by new Private Industries (both Indian and foreign) participation through Joint Ventures, production arrangements, consortiums, etc.

Q.   With the Indian Forces Cheetahs and Chetaks having far outlived their lives, what is the fallout of the assembly lines closing down and what can Airbus Helicopters do to help salvage the situation for the Indian Forces in the short-term?

A. The Cheetah/Chetak helicopters are obsolete and have been in service for 40 years requiring immediate replacement. These helicopters have certainly served the Nation well for decades now and Airbus Helicopters has continuously supported the Indian Cheetah/Chetak Fleet much beyond our initial license agreement with HAL. The equivalent Alouette III helicopter production at Airbus Helicopters has been stopped since more than 30 years ago. Keeping this fleet operational in itself is becoming well-nigh impossible due to its vintage and non-availability of critical spares since vendors have shut down the production of Cheetah/Chetak spares making it impossible to continue to support this fleet for much longer.

Q.   Airbus Helicopters has worked with HAL for many decades now, right from the design and development of the ALH stage and with production of Cheetahs & Chetaks. How do you see this relationship going forward for other helicopters to be ‘Made-in-India’ like the LUH and LCH programmes?

A. Airbus Helicopters can only say that it has enjoyed a unique cooperation of 50years with HAL, based on the Cheetah/Chetak legacy.  However, Airbus Helicopters is open to any public/private initiative, including HAL, should it be the new vision set by the Government.

Q.   Kindly elaborate on the Panther helicopter, which will be competing for the Indian Navy's Naval Utility Helicopter (NUH) programme, and do you see any progress in the same?

A. We are proposing the A5565 MBe Naval Panther, which is an upgraded version of the Panther MB, for the NUH programme.  Airbus Helicopters' AS565 MBe Panther offers a force multiplier with a heritage of mission-proven rotorcraft in service with Military Forces worldwide. Panther/Dauphin helicopters are operational around the world in Naval and Coast Guard Service in countries such as the United States of America, France, Spain, China, Saudi Arabia, Korea and Malaysia, among others.

The AS565 MBe Panther Naval Version is an all-weather, Multi-Role medium helicopter that can be operated from Ship-decks, Offshore platforms and Land Bases with demonstrated capabilities to cover the full range of Indian Navy mission requirements - including Maritime Surveillance, Search and Rescue, Offshore Patrolling and counter-terrorism, casualty evacuation and vertical replenishment. Airbus Helicopters has delivered almost 1,100 helicopters from the Dauphin/Panther Family marking a total of over 5 million flying hours.

Retaining the Dauphin Family's excellent flight characteristics and performance, the AS565 MBe Panther incorporates improvements that include a unique Flight Control System and Flight Management System from Airbus Helicopters' heavy range of helicopters, along with the company's latest-generation, 100-percent composite Fenestron tail rotor, which provides high maneuverability, low external noise and optimal safety for passengers, ground and air crews. For Ship-borne operations, the AS565 Panther main rotor blades can be folded backwards to reduce the helicopter's length, and vertical tail fin can be folded to reduce the helicopter's height in order to facilitate hangar entry. The Panther is also equipped with a deck securing device (harpoon) permitting it to be secured on IN, ICG and NATO ships via a NATO standard deck grid during launching and landing manoeuvers.

After the cancellation of the last tender for 56 NUH, a fresh RFI was issued late last year under a "Buy & Make (Indian)" competition for 100 helicopters. In the frame of the NUH, Airbus Helicopters can propose a very sound programme of localisation of activities, transfer of competencies linked to Panther manufacturing in India. Such a cooperation model should open new doors for other market segments in India, such as disaster management, police, etc. as well as export potential.

Q.   What is the broad strategy that Airbus Helicopters would adopt in order to further consolidate its position in the Indian Defence market?

A. Airbus Helicopters already has fifty years of long-standing association with India, through our partnership with HAL. The Cheetah/Chetak Fleet based on the Airbus Helicopters Alouette III and Lama models is at the base of this relationship. Airbus Helicopters is a pioneer and leader in Transfer of Technology (ToT) worldwide and has successfully pioneered helicopters industry development in various countries such as Brazil, Australia and Indonesia. It stands ready to provide similar level of support in the Indian Government's bid to develop and strengthen the country's Aeronautical capabilities.

We have already shown our long-term commitment in this country with the set-up of an Airbus Helicopters Team based in key cities across India, in order to be close to our customers and provide proximity support. Should Airbus Helicopters be selected for any of the programmes, resources can be deployed quickly and efficiently.

Q.   Airbus Helicopters have unveiled a Next-Generation of Utility Helicopters range. Please tell us about the new Variants?

A. Airbus Helicopters is continuously developing new technologies that enable its helicopters to fulfill its customers' missions with better performance, safety and comfort at a lower cost. Airbus Helicopters has unveiled Next-Generation helicopters in both single and twin-engine category.

In single engine category, the EC130 T2 has a 70 percent modified airframe structure in comparison to the existing EC130 B4. New and updated features include the use of a more powerful Arriel 2D Turboshaft Engine and upgraded main gearbox; the incorporation of an Active Vibration Control System; improved air ventilation, distribution and demisting systems; a cabin interior structure redesign with a full flat floor; a cockpit update for enhanced man-machine interface; new energy-absorbing seats that improve weight and balance for passenger loading; integration of a crashworthy fuel tank; and increased maintenance accessibility for electrical and air conditioning systems.

The EC130 T2 performance was improved to have a higher maximum gross take-off weight (2,500 kg. for internal loads, and 3,050 kg. when external loads are carried) and a speed increase of up to 10 kts. Even with these enhancements, the EC130 T2's external sound level remains within the strict rules for flights at America's Grand Canyon National Park - an important factor for tour operators around the world. In twin-engine category, we have the upgraded EC135 T3/P3, EC145 T2 and the all new EC175.

The EC135 T3/P3 offers more than 200 kg of additional payload in hot & high conditions. Compared to the previous version this helicopter performs better at sea level, allowing up to 70 kg more payload for single engine/CAT performances. Notable technical improvements in the EC135 T3/P3 include a larger main rotor for more lift, and lateral air inlets for greater efficiency. The new FADEC Software provides optimised Engine Control and the cockpit features the fully Integrated Navigation, Communication and GPS Avionics Solution GTN 750 from Garmin.

Enhancements incorporated in the T2 Version of the 4-metric-ton category EC145 include new Arriel 2E Engines and the company's signature Fenestron shrouded tail rotor, alongwith upgraded main and new tail rotor gear boxes, and an advanced cockpit that uses Airbus Helicopter's innovative Helionix Digital Avionics Suite with 4-axis autopilot. By applying Fenestron technology to the EC145 T2, Airbus Helicopters brings the tail rotor's benefits in terms of improved flight and ground safety, enhanced anti-torque control efficiency, and reduced power demand in forward flight, lower noise and vibration levels. For its use on the EC145 T2, the Fenestron has a new-design tail gearbox with lower maintenance costs, and incorporates a duplex tail rotor actuator and dual hydraulic circuits. This is installed in a new, damage-tolerant all-composite tail boom.

The all new EC175 is certified to the latest airworthiness standards, covering both the helicopter and its new Helionix Avionics Suite - providing increased safety through reduced pilot workload, enhanced situational awareness, improved flight envelope protection and system redundancy. Powered by Pratt & Whitney Canada's latest PT6 Turboshaft Engine Version - the PT6-C67E, which was developed specifically for this helicopter - the EC175 has become the industry's benchmark medium-sized twin-engine rotorcraft across a full range of missions, including airlift duties in Oil and Gas operators, Search and Rescue (SAR), emergency medical services, public services, VIP and executive transport.

Q.   Finally, which Airbus Helicopter Rotorcrafts are being displayed at Aero India, and which models shall be on display?

A. Airbus Helicopters will be displaying scale models of the EC725, AS565 Panther and AS550 Fennec, which are representative of platforms that we are proposing in the various defence campaigns. In addition, a scale model of the light aircraft EC130 T2 from our renowned Ecureuil Family will also be showcased.
