Indian Air Force Chief Flies Rafale Fighter In France

The Rafale Combat Aircraft will come with various India-specific modifications including Israeli Helmet Mounted Displays, Radar Warning Receivers and Low-Band Jammers, most importantly, delivering nuclear weapons and will be equipped with the latest Missiles and PGMs giving the IAF greater supremacy over rivals. The improvements under the proposed F4 Standard, still under discussion, will reportedly transfer to the IAF’s Rafale Fleet when ready.

ADMIRAL SUNIL LANBA assumed Command of the Indian Navy, as the 23rd Chief of the Naval Staff on 31st May 2016. A Navigation and Direction Specialist, Admiral Lanba served as the Navigation and Operations Officer onboard numerous ships. His sea tenure included Command of INS Kakinada, a Mine Counter Measure Vessel, INS Himgiri Frigate, INS Ranvijay, a Kashin-Class Destroyer and INS Mumbai, the indigenous Delhi-Class Destroyer. He was also Executive Officer of Aircraft Carrier INS Viraat and the Fleet Operations Officer of the Western Fleet. Indian Army’s Artillery ‘Make Indian’ Drive

The Regiment of Artillery is the second largest arm of the Indian Army, and with its Guns, Mortars, Rocket Launchers, Unmanned Aerial Vehicles (UAVs), Surveillance Systems, Missiles and Artillery firepower it constitutes almost one-sixth of the Army’s total strength. While the Indian Army’s Artillery Regiment celebrates its 189th Year, the Directorate of Artillery has crossed 30 years without any 155mm Guns inducted since Bofors in 1986, except 3 Dhanush Guns for trials. The Acquisition Plan is for various types of 155mm/52-Calibre Guns, under the overall Artillery Modernisation Programme of about R.100,000 crore. The 155mm acquisitions, delayed at different stages, include 145 Light Guns, 1,580 Towed Gun Systems (TGS), 814 Mounted Gun Systems (MGS), 180 Self-Propelled Wheeled Guns and 100 Tracked 155mm Artillery Gun Systems. “Sikorsky Well Positioned to Provide Solutions”

Indian Navy has selected Sikorsky’s S-70B SEAHAWK to fulfill its Multi-Role Helicopter (MRH) requirement for ASW/ASuW, among other Maritime roles. Negotiations are ongoing to procure 16 S-70B SEAHAWK helicopters, with an option for 8 more. Chanakya Interviewed AVM (Retd.) Arvind Walia, Regional Executive, India & S. Asia, Sikorsky, who spoke on the Indian requirements and Sikorsky’s India business and strategies.


Q. How do you analyse the Indian Military & Civil Helicopter market for Sikorsky, in the backdrop of the new 'Make-in-India' Policy?

A.  India's growing economy will need helicopters to address demand for VIP transport, support offshore oil & gas operations, access far-flung business operations, Search-and-Rescue operations and the likes. According to various estimates, the Armed Forces alone in India would need upwards of 1,000 helicopters in the coming decade in order to modernise its inventory.  Sikorsky is optimistic about the opportunities and has the products to address the requirements. We are hopeful that Government Policies will evolve with time to fully address the long term strategic interests of the country.

Q.  With the AW101 chopper contract being cancelled, has Sikorsky offered to supply the VVIP helicopters, or has there been any recent talks on this front?

A.  Sikorsky helicopters are used for VVIP transportation globally. We have a history of providing safe, comfortable and reliable helicopters for VVIPs worldwide. Should the Government of India issue a fresh tender, we would be happy to offer S-92, which is being flown by many Heads of State globally and is an ideal platform for VVIP transportation. I may add that Sikorsky S-92 has been selected for US Presidential fleet.

Q. With the 16 S-70B SEA HAWK Multi-Role Helicopters (MRH) order for the Indian Navy having finally been given the go-ahead (with another 8 on option), how is Sikorsky poised for this MRH Naval programme? Is there an offset contract as well in this and how do you propose to fulfill the same?

A.  We are very happy that Sikorsky has been selected to serve the Indian Navy. The helicopter selected, S-70B SEAHWAK, is a variant of the BLACK HAWK which has earned the reputation for dependable and reliable performance across a variety of operating conditions. Our endeavour at this stage is to expedite the process of negotiations with the MoD and the Navy, to help address their needs in a timely fashion.

Q. Have there been any talks with the Indian Army yet for the Sikorsky BLACK HAWK helicopters? Could the production facility that Sikorsky operates with India's Tata Group to make S-90 Cabins be retooled and used to also produce military helicopters, such as the BLACK HAWK in India? How do you see the IMRH programme progressing here, with large numbers envisaged to be 'Made-in-India'?

A.   Sikorsky has had a successful partnership with Tata group to build cabins for the Sikorsky S-92 helicopters. Production has gone up to delivering four cabins a month and in October 2013, our JV delivered the first fully indigenously built kit to Tata Advanced Systems Limited (TASL). Sikorsky had laid out a roadmap in 2009 to extend collaboration in India to produce a complete helicopter here, subject to meeting stipulated objectives and goals, and indigenisation of the S-92 helicopter cabins is a milestone in reaching that target.

Q. The Indian Defence Forces Heavy-Lift requirements should be coming up in the future. How is Sikorsky poised to meet any such requirement? Further, kindly elaborate on the SB-1 Defiant helicopter technology demonstrator for the U.S. Army requirements?

A.  The heavy lift requirement of the Armed Forces has not yet been spelt out. Sikorsky has the right product to offer and will respond to the RFI as and when received.

In August 2014, Sikorsky Aircraft Corp. and Boeing were selected to build a helicopter for the US Army's Joint Multi Role Technology Demonstrator Phase 1 programme, paving the way for the Next-Generation of Vertical Lift Aircraft. The US Army Aviation technology Directorate selected the Sikorsky-Boeing team to continue the development of the SB>1 Defiant, a medium-lift-helicopter configured to Sikorsky's X2 coaxial design, through flight testing. First flight for the Defiant is expected in 2017.

Q. The Sikorsky X2 may be suitable for the future LUH / NUH roles in India. Has Sikorsky planned to showcase it eventually to the Indian authorities in the U.S.? Further, how is the S-97 Raider programme progressing for the U.S. Army?

A.  Sikorsky is open to offer (subject to US Govt. approvals) its latest technology based platform, the S-97 Raider to India. The technology is scalable to a variety of military missions including Assault, Armed Reconnaissance, Close-Air Support, Combat Search and Rescue, and Unmanned applications. This capability, and the multi-role configuration of the S-97, makes it the ideal candidate to fulfil future military programmes worldwide, including India.

Q. What is the progress on the Indian Coast Guard's Ship-Borne Helicopters tender and which Sikorsky helicopter is being proposed for this competition, and what about the ICG's Shore-Based helicopter requirement?

A. Sikorsky has completed the process of Flight evaluation/demonstration in Oct 2014. We look forward to hearing from ICG on the next steps in their evaluation process.

Q. Are there any talks yet with the MHA for Sikorsky helicopters in Internal Security duties for the future requirements, or with the State Governments?

A. In India currently we are in talks with Corporates and other Government entities to showcase our S-76D helicopter for VVIP transportation. S-76D is the latest helicopter from the 76 Family and is a legacy platform with most modern technological advancements.

Q. How do you perceive the Indian Civil Aviation market for Sikorsky's Civil range of helicopters for commuters or corporate use, and especially for the Offshore demands in the IOR region and in the South China Sea for the future?

A. Sikorsky has been responding to, and will continue to respond to, the RFIs & RFPs being issued by the MOD and has a wide range of pioneering and proven aircrafts that cater to the needs of India's civil aviation, defence preparedness and internal security requirements.

Q. What are the exhibits being displayed at Aero India and what is the main focus at the Air Show this year?

A. Models of Sikorsky helicopters S-92 and S-70B along with graphics of other Sikorsky machines shall be on display at Aero India.

There are three major aspects of Sikorsky that we would like to highlight. First, Sikorsky's long (over 90 year) history of making some of the world's best known military and commercial helicopters and associated technologies. Second, Sikorsky's global partnerships, such as the JV with Tata Group in India where we bring not just the latest technology but also best practices of the manufacturing world and third is Sikorsky's belief in doing business ethically and competitively across the globe.

Q. While there is a huge requirement being foreseen for rotorcraft in India for the future, the lack of infrastructure and adequate policy initiatives makes it difficult to operate them in civil environments. Kindly Comment.

A. I think the growth of commercial helicopters in past two years has been rather slow, however I am not disappointed as probably this is a phase and hopefully it will be over soon and the helicopter industry will recover. There will be huge demand in the coming years for helicopters in Oil and Gas sector, tourism and law enforcement. Sikorsky is well positioned to provide a solution to all the above sectors.

Q. With the MoD about to announce a new Defence Procurement Policy soon, what would you as a leading foreign vendor want to be included in the new DPP?

A. We are looking forward to a higher increase going forward that could result in increased capital inflow, capability development, build human resources talent, establish stronger manufacturing base in the country and help transfer high end technology to make the country self reliant and establish a modern and self sustained ecosystem. A higher FDI limit, would provide opportunities to further contribute in the advancement of India's defence sector by offering world-class innovative products and also explore strong partnerships with public and private sector enterprises that share similar synergies to work towards indigenisation. In 2010, DIPP had suggested pegging FDI cap at 74%; this time around the proposal seems to be to allow even 100 percent FDI if it brings in state-of-art technologies.
