NAVDEX 2017 NAVAL SHOW PREVIEW

NAVDEX 2017, the Naval Defence Exhibition, will be held concurrently with IDEX 2017 from 19th to 23rd February 2017 at Abu Dhabi’s ADNEC Marina and Dockside. Visitors can witness the latest in Naval Defence & Maritime Security technology with exhibits of Warships, Vessels, Naval workboats and Amphibious Crafts, USVs, UAS, Helicopters, peace and war fighting equipment, anti-piracy and Coastal Security Systems and Communication Solutions on display. ADMIRAL SUNIL LANBA assumed Command of the Indian Navy, as the 23rd Chief of the Naval Staff on 31st May 2016. A Navigation and Direction Specialist, Admiral Lanba served as the Navigation and Operations Officer onboard numerous ships. His sea tenure included Command of INS Kakinada, a Mine Counter Measure Vessel, INS Himgiri Frigate, INS Ranvijay, a Kashin-Class Destroyer and INS Mumbai, the indigenous Delhi-Class Destroyer. He was also Executive Officer of Aircraft Carrier INS Viraat and the Fleet Operations Officer of the Western Fleet. As the Vice Chief of the Naval Staff, the Admiral streamlined the framework for transformation of Indian Navy's combat capabilities and infrastructure development as well as Tri-Services initiatives towards enhancing integration and jointness. Prior to taking over as the Chief of the Naval Staff, Admiral Lanba has been Flag Officer C-in-C of the Southern and Western Naval Commands, wherein he provided impetus to training and skill development, synergising Combat Operations, Coastal Security, Safety and Infrastructure Development. Indian Army’s Artillery ‘Make Indian’ Drive

The Regiment of Artillery is the second largest arm of the Indian Army, and with its Guns, Mortars, Rocket Launchers, Unmanned Aerial Vehicles (UAVs), Surveillance Systems, Missiles and Artillery firepower it constitutes almost one-sixth of the Army’s total strength. While the Indian Army’s Artillery Regiment celebrates its 189th Year, the Directorate of Artillery has crossed 30 years without any 155mm Guns inducted since Bofors in 1986, except 3 Dhanush Guns for trials. The Acquisition Plan is for various types of 155mm/52-Calibre Guns, under the overall Artillery Modernisation Programme of about R.100,000 crore. The 155mm acquisitions, delayed at different stages, include 145 Light Guns, 1,580 Towed Gun Systems (TGS), 814 Mounted Gun Systems (MGS), 180 Self-Propelled Wheeled Guns and 100 Tracked 155mm Artillery Gun Systems. The indigenous efforts of DRDO & OFB have met with success lately, saw 114 Dhanush 155mm Guns orders placed with OFB. With Evaluation Trials undertaken and with ‘Make-in-India’ drive gaining momentum, some Private players have teamed-up with global leaders hoping to win.

Chanakya Interviewed SAMIR (SAM) MEHTA, President, Defense Systems & Services, Sikorsky Aircraft Corp., on most Sikorsky Military Rotorcraft - present and future programmes - with special emphasis on Sikorsky’s India business and strategies.


Q.     Now there is good news for Sikorsky’s S-70B SEAHAWK winning the Indian Navy’s MRH deal?
SM:  Sikorsky is excited about the opportunity to supply the Indian Navy with the capability it needs to protect its maritime interests at home and around the world.  India is not only a strategic market for our products and services, but also a growing part of our supply chain strategy and this selection will only enhance our desire to strengthen our presence and relationships in India.


Q.    You have been awaiting this news for quite a long time?
SM: Yes it has been a challenge. While we know that India is an emerging and significant market from the defence standpoint, we need a huge amount of patience, which is challenging. Further in the last 9 months, we have had a successful run having signed a contract for TUHP (US$ 1.3 billion), VXX - the U.S. Presidential helicopter (US$ 3 billion) and Combat Rescue Helicopter for the U.S. Air Force (US$ 8 billion) and we need this to get formalised by the end of the year.


Q.    So this was from the Naval angle, what about Sikorsky’s engagement with the Indian Coast Guard?
SM: We had a successful conclusion to the flight trials for the  S-92 in Daman. Got a positive feedback from the customer. It is qualified to different missions and we have submitted a commercial offer already. What is interesting is that the cabins for this helicopter are ‘Made-in-India’. For us this year will produce 40 cabins, next year 48 cabins. This is the main part of the helicopter. A lot of Indian content was in this before any competition began. We made this investment decision in 2007, way in advance, before any short-term opportunities, before the ‘Make-in-India’ campaign started.


Q.     S-92 is for the Shore-Based helicopter. What is on offer for the Ship-borne helicopter of the Indian Coast Guard?
SM: S-70B helicopter, the SEAHAWK, is an MRH. Many Navies already have this version. It has a lot of capabilities. Every single helicopter for the U.S. Navy is made by Sikorsky, as being in a maritime environment, we do not loose maritime competitions.  So we hope that the Government takes a decision for the NMRH (123 helicopters) soon as well. We have remained patient on the sidelines and increased our investment simultaneously.


Q.   Tell us about the CH-53K Roll-out and programme progress?
SM: We had the roll-out ceremony for the CH-53K. It is scheduled to make its first flight in the first half of next year. Its a Next-Generation Heavy-Lift helicopter. It is actually one of the product developments that speaks about the advancement in innovation, composites, missionisation, and you make a helicopter that is the 53D , then you make the 53K, which is the exact physical footprint. Its using advanced materials, mission systems and flight controls. So it has ship capability too and provides 3 times the lift! People are going to be amazed when they see this.


Q.    Would it satisfy the Indian Heavy-Lift requirements?
SM: I do not want to be strident, but there is no other Heavy-Lift helicopter that can compete with this in terms of functionality. You are right, there is a requirement of India in the Heavy-Lift category, which should come up in a couple of years.


Q.    How does this fit in with the ‘Make-in-India’ requirements of the Government of India?
SM: We need significant volume for the economics to justify. So for MRH, we are open to industrial partnerships, a co-production programme for a small number, it doesn't make sense. But for 123 NMRH, it makes sense because of the volume. Infact, the TUHP contract we signed was a co-production contract, where the industrial partner TAI will become an OEM of the Black Hawk. They will start assembly of kits, all major components, manufacturing of gears, blades, etc. This involves ToT and development of new sophisticated skills.


Q.     How much of the programme does the ToT cover?
SM: They are going to be able to make a gear box! Right down to the basics. The greatest barrier to entry is making the dynamic components. It is the secret sauce of the helicopter. Structural elements and parts can be done with enough investment and training. But things like manufacturing a gear box, how metals and composites react can be only done through learning and it can be done through this programme. If it works for Turkey, you apply the same concepts to India, which is a huge pool of scientists & engineers. This is where it is natural! We can come with ready-made projects that are ‘Make-India’ oriented. We don't need a sales pitch because we invented it. We have shown that this concept has practical application. The relationship with Tata has been great and we have not confined ourselves, we want to broaden our partners. This is not only for Indian consumption. The S-92 cabins, are not only ‘Made-in-India’, this is for exports, which is beneficial. That’s our concept and philosophy, take advantage of competitive labour rates, willingness to make investment by the Government and Industry, with the ability to mass produce. The element that has been missing in the Indian context is the right investment climate. Now with the recent leadership change, some of the initiatives started, we have started seeing an increase in procurement activity.


Q.   What limitations do you see for the ‘Make-in-India’ concept for the Defence field?
SM: The main limitation is deciding whether to ‘Make-in- India’ if it makes sense. Arvind just mentioned quantity and volume. If we don't have a product that will fetch significant volume, it doesn't make sense economically to invest and co-produce. So the product itself has to have a significant volume to justify the up front investment. Other areas of limitation could end up being, making sure that we don't end up doing things only for industrialisation commitments. For example, when a country says that I am only going to buy 500 million dollars of your product if you agree to 500 million dollars offset valuation? That is artificially creating an environment. For the long term, it doesn't benefit anyone. We want to source because India is the best place to source. Its a big critical step from going from 26% to 49% FDI, so the liberalised laws have been beneficial to the industry. We hope that kind of activity continues. The Government should hold ethics and business dealings in a very high regard and that is very good for Sikorsky.


Q.    What does the Government do for Indian Defence Industry in the long term, if we do more off-the-shelf-buying? You get the equipment in a certain period and when you are developing for a programme, it could delay the inductions. Please comment.
SM:  There are a couple of things that can mitigate that - the first being - whereby we take the off-the-shelf portion of the product and provide a number of the aircraft in an already complete configuration so that the customer can do activities like training on the aircraft; often the introduction of the aircraft outpaces the time on training and there is no difference in the training method. So we deliver baseline aircrafts very quickly, allow customers to start training on those and then start the development programme in tandem. When those aircraft are done being used in a baseline configuration, we reinduct them in the country and do the completion and missionisation then. Hardware is available faster, training is easier and you are working on the development bit in parallel. So one of the concepts that we are very bullish about is for Sikorsky to provide Green Aircrafts or baseline aircrafts, and do completion and modifications in the country.
An S-92 aircraft when it leaves the factory, is not complete. It does not have the whole configuration, but it can still fly. Specific modification to the green aircraft happens later. For example, the VVIP requirement of India, I can give you a green S-92 as early as next year. We manufacture them on the basis of anticipating demand. We’re almost like a car company, we manufacture after forecasting demand and you sell when you manufacture.


Q.    What about the S-97 Raider’s prospects in India?
SM: That’s a longer term discussion. We did trials for the Raider and the first flight will take place within the first 3 months of next year. So with the CH-53K and the Raider, we are going to have an exciting first few months of flights. It has superior performance and incredible speed of 250 knots.


The Raider is a futuristic technology. It was focused on demonstrating the X2 technology. We flew that technology demonstrator about 2 years ago and got to about 250 knots. We developed Raider because we wanted to demonstrate scalable technology. So what works at 5,500 pounds will also work at 10,000-11,000 pounds. The second benefit is that there is further development for an Armed Aerial Scout requirement. The U.S. Army has been flying the Kaiowa Warrior for many years - a 45-50 year design and because of the upgrades done. However, its practical top speed is 100 knots and that is not good enough.


We developed the Raider after investing millions of dollars of company money and some from other sources. So its about 80% Sikorsky money and the rest is from others. We have not accepted anything from the Government. We will be ready with the technology when it is required to start a new campaign. In the meantime, we have got a substantial interest from international Governments. But when you consider the speed capability, potential application in anti-terror environments, and of course, its performance, given the geography of India, it would seem like a perfect fit.


Q.     And how has the Joint SB-1 Defiant been progressing?
SM: It's progressing very well. Last 9 months have been very historic, where we were down-selected by the U.S. Army. We are going to fly the first prototype in 2017, which is amazing considering the fact that we flew a 5,500 pounds helicopter, and 2 years from now, we'll be flying a 30-32,000 pound helicopter based on the same physical design, with 250 knots speed, 13 fully armed troops in the back. The manoeuvrability of the aircraft is amazing!


When you think about conflicts in the world, a lot of the military equipment, be it from the west or the east, was made to operate in a cold war environment to defend against incursions of the planes of eastern and western Europe. Now the situation is different where the threat is asymmetrical (urban and semi-urban environments). So you have to basically insert quick, deploy, find and destroy targets and retract from the environment in hostile conditions and high-hot environment. So for us, we are very happy to be down-selected. We make the Black Hawk. Boeing makes the Apache. We had the most to lose by not being in partnership with who gets to replace these aircrafts. It was a US$ 120 Billion competition. Its like the JSF for helicopters - winner takes all!


The collaboration with Boeing has been great. Unlike most collaborations in the industry, where you take a helicopter and break it into pieces. For example, you tell Boeing to make the blades, Sikorsky you do the gearbox, Boeing does the cockpit, etc. So instead of doing that, we have made a decision to develop every part of the helicopter together. So now there is a team that creates a gearbox - 50% Boeing engineering and 50% Sikorsky engineering. The point is that there is access to the best technology. If there is one big helicopter programme in the world and we don't collaborate, 20 years down the line, we will not be able learn new skills. So for us, it's not only business and technology development, it is the opportunity to continue to develop new technical skills as well.
