Q.     Elaborate on the salient features of the Thales RBE2 AESA Radar on the Rafale Fighter and its Air Mission, Navigation & Communication Systems?


A.   One of the landmark Defence Acquisitions in recent years has been the Dassault Aviation's Rafale Omni-Role Fighter. With its State-of-the-Art RBE2 AESA Radar, it provides the IAF with unmatched capabilities in the region. This represents a major leap forward in Radar Technology.


Compared to Radars with conventional Antennas, the RBE2 provides unprecedented levels of Situational Awareness, with earlier detection and tracking of multiple targets as well as the capability of using several radar modes at the same time.


The full CNI Suite includes Voice Communications, Tactical Datalinks, enroute Navigation and Landing Systems, and IFF Identification functions (Friend or Foe Interrogator). Digital Receivers/Transmitters allow the aircraft to manage secure and non-secure Voice Modes, Datalinks, and image transmissions for Air-to-Air and Air-to-Ground Communications in several bandwidths.


Tactical Datalinks: Tactical Datalinks offer a Secure Datalink, with an appraisal of the Tactical Situation, Command and Control, Electronic Warfare, Commands and Reports, Flight Information and Aircraft-to-Aircraft Data. In addition to the key contributors in Combined Air Operations, this data is used with friendly aircraft in the context of training, with Air and Land Command and Control Centres, Forward Air Controllers, etc.


Combined IFF Interrogator Transponders: IFF is a combined Interrogator Transponder, which fully satisfies civilian mode requirements. They include several secure modes.


Cockpit: Most of the Display Systems fitted in the Cockpit are supplied by Thales. For short-term actions, the Rafale Pilot benefits from a Head-Up Holographic Display with a wide field of view. For medium- and long-term actions, the multi-image Head-Level Display (HLD) can be used to analyse the overall tactical situation. The image on the HLD is focused at the same distance as the Head-Up Display, which allows the pilot to rapidly switch visually between the two flight configurations and the external environment, while providing a large array visual experience. Tactile Screens enhance the interactions between the crew and the system through an advanced Man Machine Interface.


Electrical Systems: The Rafale benefits from variable frequency Power Generation. This approach can be used to reduce the weight of the aircraft in order to minimise maintenance costs. This technology improves output compared with the constant frequency technology traditionally used on board Aircraft. This system can be used to capture the Mechanical Power of the Aircraft's Engine and convert this power into electricity to supply the different On-board Systems, such as Electrical Flight Control Systems.


Q.  Tell us about Thales' Airborne Optronics Systems like the Damocles Targeting Pod, FSO & TALIOS and other Sensors? Also elaborate upon the MoU with MKU for Optronics?


A.   When it comes to Airborne Optronics Systems, Thales has a wide portfolio of products on offer. Recent times have witnessed an expansion in the role that Air Power plays. Apart from delivering weapons at long range, today's Combat Aircraft also need to provide timely Intelligence and Close Air Support to Ground Forces.


The Targeting Pod, Damocles from Thales is the predecessor of TALIOS, which provides powerful Laser Designation for Stand-Off Weapon delivery.  The TALIOS (Targeting Long Range Identification and Observation System) is a Next-Generation Multi-Function Pod from Thales, which is the first and only system merging high performance Targeting and Reconnaissance features in a single pod, covering the entire decision chain, from Intelligence Gathering through to threat neutralization. Building on 50 years of experience in Airborne Targeting and Reconnaissance Systems, Thales has developed the TALIOS two-in-one pod to meet these requirements. TALIOS combines Targeting and Tactical Recce Capabilities in a single pod and delivers unmatched image quality, including colour imagery, and disruptive capabilities such as Permanent Vision to provide Combat Aircraft Pilots and Ground Forces with reliable Situational Awareness. An added advantage comes in the form of its open architecture through which additional functions can be incorporated as and when they are needed to meet the evolving requirements of the Armed Forces.


Integrated into the Airframe like the RBE2 AESA and the SPECTRA, the Front Sector Optronics (FSO) System ensures Passive Long-Range Detection and Identification of Air, Naval and Land targets with High-Resolution Angular Tracking and Eye-Safe Laser Range Finder. Operating on optical wavelengths, this Sensor is insensitive to Radar Interference/Jamming. The FSO helps to ensure an adequate assessment of the Tactical Situation and enhances the aircraft's ability to operate in difficult environments. The Laser Systems gives the FSO high-precision 3D location capabilities. These capabilities in the visible spectrum are particularly precise with its narrow field of view to identify targets in situations where positive identification is required by the rules of engagement, or during alerts requiring a quick reaction. FSO delivered with first AC to India are compatible with Infra-Red Search & Track (IRST) function plans as an add-on. Communications, Navigation, Identification (CNI).


Thales and MKU announced the co-development of the ELFIE Night Vision Device (NVD) for the Armed Forces in India and across the world at the latter's Kanpur Facility at DefExpo 2020. This was a step towards solidifying an MoU signed in 2018 for strategic co-operation on developing Optronic Devices. A Lightweight Monocular with the widest field of view, ELFIE provides unprecedented mobility and Night Combat Capability. It is suitable for left or right eye use and provides Stereoscopic Vision in Binocular configuration be it hands-free (on a face mask or Helmet-Mount) or Weapon-mounted. The ELFIE is also ideal for vehicle-driving and for Paratroopers and Special Forces operators and when mounted on a weapon, it provides a ‘red dot’ Sight or Laser Pointer to the User.


Q.     Update us on the other Thales Systems like SPECTRA Electronic Warfare Systems (EWS) onboard the Rafale Omni-Role Fighter?


A.  The SPECTRA (Self-Protection Equipment Countering Threats to Rafale Aircraft) Electronic Warfare System is totally integrated in the Rafale and boosts Survivability in the context of Air-to-Air and Air-to-Ground threats. The SPECTRA equip the Rafale with a 360° Multi-Spectral Warning System against enemy Radars, Missiles and Lasers.

The SPECTRA can detect threats over a long range and identify and locate these threats, allowing the pilot and the system to immediately react in the most suitable manner: Electromagnetic Jamming, Infrared Decoys, Manoeuvres and combined actions.


In addition, thanks to the angular precision of its locating features, SPECTRA can be used to accurately locate threats on the ground in view of avoidance and targeting. Thanks to precise and Long-Range Detection and Location capacities for Airborne targets, the system can also help to prepare an early Tactical Situation Awareness based on a library of embedded threats, defined by Users.


Q.     With the Upgraded Mirage 2000s having been delivered to the IAF by Thales, update us on the HAL Upgrade programme progress, highlighting Thales' role in the Indian programme?


A.  The successful Upgrade of the Mirage 2000 Fleet by Thales and Dassault Aviation with Hindustan Aeronautics Limited is another successful reference that serves the strategic requirements of the ‘Make-in-India’ programme of the Indian Government. It enhances the Technical-Operational Capabilities of the Indian Air Force's Mirage 2000 by offering a coherent Platform-System combination. These capabilities also include longer-range Detection across the entire spectrum, improved Tactical Situation Awareness, longer-range weapon firing against multiple simultaneous targets, Weapon Stealth and an extended operating envelope with the capability to engage ground targets whilst countering Airborne threats. Thales' planned workshare on the Mirage 2000 Upgrade programme was completed in 2018. More than 5,000 pieces of equipment were delivered on time.


Q.     Could you comment on the Thales Weapon Systems of potential interest to India, while covering the VT1 SHORAD Missile and the STARStreak VSHORAD High Velocity Missiles and MoU agreement with BDL?


A.  Thales is capable of providing Armed Forces with a full range of Solutions from Early Warning to threat neutralisation, at all level from Very Short-Range Systems to Extended Air Defence. Talking about the STARStreak High Velocity Missile, it is designed to provide Close Air Defence against conventional air threats such as Fixed-Wing Fighters and late unmasking helicopter targets. Recently in January 2021, Thales and Bharat Dynamics Limited (BDL) signed a teaming agreement to work in Partnership on the STARStreak Air Defence System with the support of both the Governments of India and the United Kingdom. Through this agreement, BDL will become a part of the STARStreak Global Supply Chain and will have an opportunity to play a role in export of Indian manufactured components to existing and future STARStreak Air Defence customers, including the UK Armed Forces. This agreement will also provide the opportunity for BDL to offer a 'Make-in-India' STARStreak Solution to the Indian Government, with a capability that will match the immediate Air Defence needs of the Indian Army and Air Force, and with 60% of the System manufactured in India. The signing of the teaming agreement confirms a positive outcome from the exploration process that was set out in 2017, when the two companies had signed an MoU.


Q.     What is the interest in Thales' UAS offerings like the Spy'Ranger Mini UAS and the Fulmar-X UAS, and whether Thales is participating in any UAV programmes in India? Further, elaborate on Thales' Counter-Drone Systems expertise?


A.  Thales has over 40 years of experience in Intelligence, Surveillance and Reconnaissance innovation and is a leader in the fast-growing market of Unmanned Aircraft Systems (UAS). In today's time, UAS are playing an important role in Defence Planning more than ever. These Autonomous Systems provide critical support to Forces on the ground to inform and protect and enable Situation Awareness to Commanders to enable better decision-making and timely reaction. These systems from Thales are providing long-term persistent Airborne Surveillance, ideally suited to both Military & Civil Applications.


One of this major solution is the Spy'Ranger which provides Armed Forces and Security Services with a decisive Tactical advantage. This simple, Robust System and its lightweight launch ramp can be set up by two operators in under 20 minutes, enabling Forward Units to observe enemy positions in any situation without having their reconnaissance capabilities compromised by attempts to destroy or disable the Air Vehicle. The Spy'Ranger can glide in complete silence during critical mission phases, shutting off its motor to improve discretion and minimise the chances of being spotted by the enemy.


Deployed for the first time in Mali to support Barkhane Force operations, the Spy'Ranger Mini UAS has made several dozen flights since its arrival in late 2020. Operated by a few military personnel, it enables us to carry out Observation and Surveillance Missions over several hours, day and night, in areas close to our Bases and during our deployments. The Spy'Ranger Mini UAS thus contributes to Force Protection and Intelligence gathering.


In India, Laser-Directed Energy Weapons, Missile Solutions and Radio-Frequency (RF) Jamming Devices are in demand. Thales is working to develop such technology to Counter-Drones. Some of the prominent Counter Drone Technologies that Thales has includes is EagleSHIELD a Multi-Sensor Solution that Detects, Identifies, Classifies and Neutralizes rogue Drones flying at low-altitude at ranges of up to 7 km in a civilian environment for the protection of sensitive sites (Airports, stadiums, etc.). Thales is working to integrate "soft" technical neutralisation solutions into EagleSHIELD, whether for Jamming or Interception via a Swarm of Drones.


Thales helps its customers deal with malicious Drone intrusions into their complex infrastructure environment, enabling them to make fast, efficient decisions at every critical moment. EagleSHIELD is part of the SHIELD range, which also includes ForceSHIELD for Drone threats in Military Environments, with a graduated response ranging from soft to hard kill neutralization.


Q.     While highlighting Thales' expertise in Military Avionics and ATM Systems, elaborate on Thales' expertise in presenting Mission Data and Flight-Critical Information to Helicopter crews, such as the Scorpion Helmet-Mounted Sight and Display (HMSD) and the TopOwl Integrated HMSD?


A.    The Helmet-Mounted Sight & Display (HMSD) from Thales such as TopOwl displays flight symbology. It offers high-level operational performance, comfort, protection, and features such as exchange of LOS (Line-of-Sight), seamless transition from day to night, augmented reality and more. Enhancing flight safety and mission effectiveness, it provides pilots with optimum vision capabilities and offers Night Vision due to the Light Intensifiers placed on both sides of the helmet. These features allow the refraction of an Intensified Image of the surrounding superposed on the landscape.


TopOwl offers an unrestricted natural field of view, avoiding the tunnel effect found using Binoculars. Additionally, it replaces conventional Night Vision Googles with an easy and seamless switch between natural vision and Night Vision. With this, the Navigation and Weapon System Information are displayed directly in front of the pilot's eyes thus enabling Helicopters to be flown during both day and night. Currently, it equips NH90, Tiger, Huey, Rooivalk, T129, and Cobra Helicopters and has been chosen by 16 countries for their Army, Navy and/or Air Force Attack and Transport Helicopters.


Q.     Briefly elaborate upon the Thales' range of Communication Radios and Digital Technologies expertise of Thales?


A.  Thales is a world leader in Tactical Radios. With its latest Radio Families, NextWave and SYNAPS, Thales offers a comprehensive range of State-of-the-Art Software Defined Radios (SDR)  introducing the Advanced Multi-Services Networking and Highly Secured Waveforms required by Air, Land and Sea Forces to address the challenges of Battlefield Operations: Digitisation, Collaborative Combat, Joint Interoperability, increased EW threats. The flexibility offered by the SDR technology allows to configure the Thales Radios with multiple interoperability's, including NATO Waveforms for Coalition Interoperability, and National Waveforms for Sovereign Interoperability. Thales Radios are onboard the Indian Rafale, supporting National Secure Voice and Tactical Data Link Services.

Q.     How has the JV with Bharat Electronics Ltd., the BEL-Thales Systems Ltd. (BTSL) for Air Defence & Ground Radars and for Air Defence Systems progressed so far? Further tell us about the newly launched AirMaster C Ultra-Compact Airborne Surveillance Radar?


A. Thales' JV with BEL for Air Defence & Ground Radars and for Air Defence Systems was incorporated in August 2014 as BEL-Thales Systems Limited (BTSL). It is dedicated to civilian and select Ground-Based Military Radars. Thales is Jointly Developing the PHAROS Fire Control Radar for Gun and Missile Systems with BTSL that will cater to both domestic Indian and international markets. BTSL is also undertaking the production of the LBREC - Low Band Receiver of the Self-Protection Suite of the Rafale.


Also, Thales recently launched the AirMaster C, a new Surveillance Radar with an Ultra-Compact, programmable 2D Active Antenna based on SiGe (Silicon-Germanium) Technology. The AirMaster C builds on the innovative design and proven success of the Master Series. SiGe is much more energy efficient than other technologies used for AESA Radars and allows the radar to self-cool. It has a 30% lower SWaP (size, weight, and power) than the other radars in this class and weighs less than 20 kgs and is housed in a single unit design.


This Radar also has the feature of multi-polarisation (a capability displayed by many cameras) which will allow it to automatically select the optimal settings to maximise detection performance on each mission. It also offers a simultaneous Short-Range and Long-Range Detection Capability, like the human eye, for instantaneous Surveillance. The AirMaster C will also provide valuable Navigation Support in all types of environments and weather conditions due to its 2D Navigation and weather modes. Also, with its Autonomous Sensors, Self-Learning functionality and the ability to analyse and classify huge volumes of Data, the Radar can automatically adapt to different uses, terrains, and environments.


Q.     What are Thales plans for the 'Make-in-India' Initiative of the Government? Further, comment on the Thales-Samtel Joint Venture, and the Reliance Aerostructures JV, or on any other JVs planned, and Thales' associations with HAL, MKU, Kalyani Group, etc.?
A.
  Thales' strategy in India is in line with the country's objective of developing a local Manufacturing Ecosystem through 'Make-in-India' as well as 'exports from India'. It has a strong team of over 1,800 employees currently working with Thales in India and its Joint Ventures. Thales touches the lives of millions of Indians each day by sharing its technological expertise with the customers and Partners. Through its own Forces including Engineering Centres, Local Supply Chain Partnerships and Joint Ventures (JVs), the company's commitment to India is reinforced.


Strengthening its expertise in delivering High-End Technology solutions, the company has formed various co-operative Partnerships with Public and Private Sector Industries. At DefExpo 2020, both the companies signed an agreement for developing Next-Generation Defence Systems including Variants of the F90 Rifles in India, which is a testament to the ‘Make-in-India’ initiative of the Indian Government and the roadway to a potential licensing agreement. Through this Partnership, both Thales and Kalyani Group aim to provide indigenously manufactured solutions for both the Indian and international markets, thereby furthering the 'Make-in-India' initiative of the Indian Government.


With Bharat Dynamics Limited (BDL), Thales recently signed a teaming agreement to work in Partnership on the STARStreak Air Defence System as mentioned earlier. These associations with local companies reinforce Thales' commitment to India by providing cutting-edge solutions through Innovation and Partnerships.


Q.     What Systems is Thales showcasing at Aero India 2021 and what are your expectations from the Indian Aerospace market for the future?


A.  This year, Thales will provide the visitors a chance to witness the latest cutting-edge technologies across Civil and Defence Aerospace as well as Land and Naval Defence, along with a special feature on its efforts towards 'Make-in-India'.


At Aero India 2021, Thales will showcase its Airborne Optronic Capability the Targeting and Reconnaissance Pod TALIOS that combines Targeting and Tactical Reconnaissance Capabilities in a single pod that will be able to embed Artificial Intelligence in the future, and also a range of rockets for Fixed and Rotary-Wing Military Aircraft.


This year, Thales will also bring the latest addition to its Family of Airborne Surveillance Radars, the AirMaster C, to the Air Show. With this new product, Thales offers an Optimised Surveillance Solution for a broader array of platform types and operators, ensuring they benefit from the highest levels of Mission Performance as they face the new challenges ahead. Among the other Demos for the Tri-Forces, systems like NextWave and SYNAPS Software Defined Radios, Armaments, small arms, Counter-UAV Solution and Air Defence Solutions such as STARStreak (for which a teaming agreement has been recently signed between Thales and Bharat Dynamics Limited) will take the centre stage.
