Indian Army’s Artillery ‘Make Indian’ Drive

The Regiment of Artillery is the second largest arm of the Indian Army, and with its Guns, Mortars, Rocket Launchers, Unmanned Aerial Vehicles (UAVs), Surveillance Systems, Missiles and Artillery firepower it constitutes almost one-sixth of the Army’s total strength. While the Indian Army’s Artillery Regiment celebrates its 189th Year, the Directorate of Artillery has crossed 30 years without any 155mm Guns inducted since Bofors in 1986, except 3 Dhanush Guns for trials. The Acquisition Plan is for various types of 155mm/52-Calibre Guns, under the overall Artillery Modernisation Programme of about R.100,000 crore. The 155mm acquisitions, delayed at different stages, include 145 Light Guns, 1,580 Towed Gun Systems (TGS), 814 Mounted Gun Systems (MGS), 180 Self-Propelled Wheeled Guns and 100 Tracked 155mm Artillery Gun Systems. The indigenous efforts of DRDO & OFB have met with success lately, saw 114 Dhanush 155mm Guns orders placed with OFB. With Evaluation Trials undertaken and with ‘Make-in-India’ drive gaining momentum, some Private players have teamed-up with global leaders hoping to win.

FAF UAV Centre of Excellence & DCI’s International Academic & Aeronautical Training Center

The French Air Force Academy and Air Base are now in collaboration with DCI in support. Air Commodore Francis Pollet, Commanding Officer of the French Air Force Academy and Air Base 701, and Jean-Michel Palagos, Chairman and CEO of Défense Conseil International (DCI), inaugurated the UAV Centre of Excellence (CED) and DCI's International Academic and Aeronautical Training Centre (DCI-CIFAA) at Air Base 701 in Salon-de-Provence. The French Air Force (FAF) created the UAV Centre of Excellence at Air Base 701 in Salon-de-Provence in response to the growing need for UAV Operator Training and its ambition to innovate in anticipation of future trends in this Sector. The CED fills a dual role: Training and Innovation.

The UAV Training Centre, which brings together the knowledge and the competences of the FAF in this Sector, will generate innovations in the Surveillance of Critical Infrastructures. Backed by the FAF Academy and under the aegis of the FAF general staff and French Air Force Human Resources Management, the CED brings together all the competences of the FAF in the UAV Sector. The Centre enjoys synergies with the ONERA Aeronautical Research Agency and the FAF Research Centre, both of which are present on-site. Its services are focused on Research, Technological Innovation, System Evaluation/Specifications, and Training.

The infrastructures of the International Academic and Aeronautical Training Centre (CIFAA), which are integrated into Air Base 701 in Salon-de-Provence, have been fully refurbished by DCI in order to extend the capacities of the CIFAA. Within the CIFAA, DCI offers foreign students training to enable them to follow the first phases of Military Pilot Training or join the prestigious Air Force Academy. Thus, after three years, devoted to a French foundation course, booster courses in scientific subjects and one year of specific university preparatory studies, the foreign trainees then join French student officers for two years of Air Force Academy Training. Graduates who complete the full course obtain a degree through a partnership with Aix-Marseille University and the French Air Force Academy in Salon-de-Provence.

DCI also plays a major role in implementing the "Air Force Academy International Programme", which was launched in 2015. This Bachelor's course is identical to the Air Force Academy's degree but is given entirely in English. It can be supplemented by four to six months of supplementary training depending on the student officer's speciality (Maintenance & Logistics, Intelligence Officer, Air Commando, Air Defence).

DCI Chairman and CEO Jean-Michel Palagos declared:"This refurbishing responds to the Centre's need for classrooms to accommodate foreign teams and trainees in optimum conditions. The investment was possible thanks to the excellent collaboration between DCI and the French Air Force. I am very proud that DCI is offering a full range of FAF Academic Training Courses that meet the requirements of countries friendly with France."

DCI's mission is to transfer French Military know-how to the Armed Forces of Nations friendly with France. DCI is the reference operator of the French Ministry of Defence, offering services that are certified "French Forces Training". For over 40 years, it has been present across the full spectrum of Defence and National Security Services, offering Consulting, Training and Technical Assistance. Through its capacity-based approach, DCI offers countries that are friendly with France customised solutions for personnel training and equipment maintenance. In addition to its Paris headquarters, DCI operates several international Training Centres throughout France. It also has bases outside France: in Qatar, Kuwait, the UAE and Saudi Arabia, in South-East Asia with Malaysia and Singapore and in India and Brunei. DCI is continuing to expand internationally with innovative, high added-value services through the development of new partnerships, particularly in Asia and Latin America. The DCI Group has 986 employees and reported sales of 227.5 Million Euros in 2015, which represents 35% growth over the past five years. 2015 saw a substantial increase in orders, up more than 30% from 2014, to reach 233.3 Million Euros. This boosted the orderbook of DCI and its wholly-owned subsidiary DCI-SA.
